Dear Joe Biden and Kamala Harris,

I propose that you initiate the 28th Amendment to the U.S. Constitution, which would grant the president the right to give amnesty to prisoners. After the adoption of the amendment, the president should issue an executive order, the Senate should debate and adopt the Amnesty Law, and the legislature of each state shall consider the pardon of every prisoner resident of that state.

As of 2022, there were 1,808,000 prisoners in U.S. prisons. There is an average of 541 prisoners per 100,000 residents. The USA leads in the number of prisoners in absolute terms and holds between a fifth and sixth of all prisoners on the planet, although the population of the USA is only 5% of the world's population. The cost of maintaining the prison system to U.S. taxpayers is $80 billion annually.

There is a great injustice in the USA: millions of honest Americans are unemployed and homeless. At the same time, criminals are in prison buildings, provided with food, heat, clothing, and even security. The government spends billions of taxpayers dollars on their maintenance. This is very expensive given the national debt of more than 35 trillion. It is appropriate to say that freedom is more valuable than all prison benefits.

Through amnesty, it is possible and necessary to gradually release up to a million prisoners in U.S. prisons. They must work, feed themselves, their children and families, and also pay taxes.

If Biden, together with Harris, announces the draft of the 28th amendment on amnesty, then hundreds of thousands of relatives of prisoners and ordinary Americans will vote in the elections for candidates from the Democratic Party, and we will win the election.

An example of a similar amnesty law is a law of the Republic of Tajikistan "On Amnesty," which President Emomali Rahmon signed in 2011 in honor of the 20th anniversary of Tajikistan's independence.
Here is a brief summary of some articles in the law.

Article 1 states that those sentenced to imprisonment who have served three-quarters of their sentence can be released.

Article 2 states that convicts who are women, minors, men over 55, disabled, veterans, recipients of state awards, and foreign citizens are exempt from serving their sentence in the form of imprisonment.

Article 4 states that convicted people who have committed minor and moderate crimes and who have been sentenced to up to five years of imprisonment may be released

Article 8 states that the unserved term of punishment for people convicted of a serious crime can be reduced by one-third of the term, and by one-quarter for people who committed an especially serious crime, with some exceptions.

Article 11 states that the provisions of Article 8 do not apply to people who committed certain crimes, are sentenced to life in prison or the death penalty, who benefitted from amnesty before and committed a similar crime, or who committee another crime while in prison. [157]

Dear readers,

We should raise the price of Street Sense by $1 due to the continued rise in food prices, Metro fares and other essential goods.

For some vendors, our only source of income is from sales of the Street Sense newspaper. I suggest raising the price of Street Sense to $3. One dollar will not solve your problems. But the extra $1 will be able solve some of our daily problems.

Let me remind you: The income will be distributed 75% to 25%, that is, $2.25 to vendors, and $0.75 to publish the newspaper.

According to the U.S. Bureau of Labor Statistics, from September 2022 to September 2023, food prices increased 4.2 % in Washington, DC. Here are some specific examples, from my experience:

1. The prices for bread and bakery products have increased significantly. For example, at Whole Foods Market in Chevy Chase, a large sourdough was $3.99. Now its $5.49.

2. My average cup of coffee before the pandemic cost $1.75 at a Starbucks. Now its more than $3.
I paid $4.40 for a medium cup of coffee at Pret A Manger Cafe in November.

3. Americans love to drink coffee. But people from Central Asia, including Uzbeks, love to drink tea. I often had tea at Paul French Bakery & Cafe. There, tea in a white porcelain teapot cost $3.85. Now the same pot of tea costs $9.99.

4. The prices for drinking water have been raised. For example, a gallon of New Zealand Artesian Water cost $2.99 at Trader Joe's. Now - $3.99.

5. Honey. I bought it before the pandemic for $4.99. In November, I purchased it from Whole Foods for $6.79.

6. The cost of all types of jams has been raised. For example, Bonne Mamat straberry preserves were $3.99 at Safeway pre-pandemic. Now - $5.99.

7. Many Americans, including myself, eat hot food at Whole Foods. Before the pandemic, a medium soup was about $5. Now its $7.41. Moreover, the container is smaller, reducing the amount of soup.

8. Before the pandemic, I bought 12 pairs of socks for $11. Now they are $14.38 at Walmart.

9. A metro ride from Gallery Place to Rockville used to cost about $4. Starting in April 2023, Ive paid $6 to travel for this distance.

10. I started storing my items at at Extra Space Storage in 2017. I paid about $100 monthly before the pandemic started, and $127 monthly until October. I recently received a letter from the company, stating that because of inflation, the rate would increase to $139.

There are many similar examples of price increases. Each of you can continue the list.

To cover rising costs, in my opinion, prices jumped sharply, primarily in cafes and bars. Some small business owners have found themselves on the brink of bankruptcy and forced to close their businesses. But the main blow was dealt to low-income citizens of the District of Columbia, including pensioners, large families and us vendors.

Some trees are drying up in Washington, DC. I'll list six reasons.

First, Washington DC's summers are known to be hot and humid with an average daily temperature in July of 79.8 degrees Fahterenheit. In July and early August, that is, at the height of summer, the heat ndicators reach 90 to 100 degrees Fahterenheit.

Second, in summer, it rains little, once or twice a week. Rainwater does not reach the crown and roots of the tree. After all, the leaves of the tree grow densely and tightly ( ), and they do not allow the penetration of a drop of rain. The drops will pass only in case of prolonged rain, when the leaves are completely wet. This is clearly not enough for a tree in hot conditions.

Third, some young trees are planted at ground level, that is, they do not make a groove around the seedling. Under these conditions, rainwater does not accumulate under the tree and flows away.

Fourth, usually, when planting a seedling, the ground is laid lower than the sidewalk. Thus, the flow of rainwater under the tree is ensured. Every year, organic mulch is poured around some trees, which contains compost, tree bark chips, wheat straw and others. This does not remove old mulch deposits. As a result, over time, the embankment around the tree becomes higher than the sidewalk and rainwater stops flowing under the tree.

Fifth, the number of cars and their exhaust gases is increasing in the United States, including Washington DC, from year to year.

Sixth, Washington DC residents are indifferent to drying out trees. One example: I sell Street Sense on Saturdays near Eastern Market at the corner of North Carolina Ave SE and 7th St SE.

I real estate agency on North Carolina Avenue is located nearby. In front of the entrance to the office, various plants, including flowers, are planted on both sides of the sidewalk. Several times I saw an office worker sprinkle water on plants from a hose. On the morning of July 24, 2021, the worker began to water the plants. When he approached, I said to him: Please pour water under this tree too. Look, it dries up. I poured out two gallons of water. But that's not enough for such a large tree. He looked at the tree and, seeming to agree answered briefly. But he finished watering and went to his office. He didn't pour water under the tree.

For these reasons, some trees in Washington, D.C., begin to dry out and they die while standing.

According to the Arbor Day Foundation and landscaping experts, trees have many advantages.

Trees make our life better.

Life boils around the trees: birds eat insects, squirrels feed on seeds and nuts, bees and butterflies drink nectar and also feed on trees. The drying out of the tree means the end of life around it.

Trees process nitrogen dioxide, sulfur dioxide, ozone, carbon monoxide. Foliage shade cools the air and reduces smog level by 6%.

Trees absorb carbon dioxide and produce oxygen. One acre of forest absorbs six tons of carbon dioxide and gives off four tons of oxygen. This is enough to meet the annual needs of 18 people. So every tree you planted and saved helps the planet breathe and you personally, and your children.

Deciduous trees provide shade for the home on hot days. The net cooling effect of a healthy young tree is equivalent to working ten air conditioners with a room size of 20 hours per day.

If the house is protected from the wind by trees, it will be warmer in winter and thus you will save energy used for heating. Properly placed trees around buildings can reduce the need for air conditioning by 30 percent and can save 20-50% of the energy used for heating.

Trees can also protect you from noise.

If you decide to sell your plot with a house, then the presence of trees on it will help increase the value. Landscaping, especially with trees, can increase property values by 10 to 20%.

We can have ( ) all these benefits we can have if our fellow citizens begin to water a few gallons of water under a drying tree during the hot days of July and August.
