Dear Sirs!
I have received on September, 22nd, 2010 the letter from madam Sonya Spenser-Johnson. Answering this letter I has decided to address to you with the complaint to very low level of work of some employees Experience Works from branch in Boise.
On April, 5th, 2010 in Internetional Rescue Committee (IRC) me have acquainted with employees Experience Works (EW) from branch in Boise supervisor Lloyd Willamson and Employment and Training Coordinator Gerry Autry. They have told that the Government of the USA finanse the program the Senior Community Service Employment Program (SCSEP), and that EW receiving the finance from this program help to find work for people is more senior 55 years.
Gerry A. Has told that it is necessary for me to undersign for 25 documents. When has undersigned for 5-6 documents, I have asked to give me a copy of these documents. He has told that today isn't able to do it. But tomorrow he to send copies of documents through a fax. They asked about mine pregoing places of work, my focus of interest, knowledge computer and the Internet and still set of similar questions. My answers have written down in questionnaires and have asked to undersign. I have undersigned.
Has passed one, two, three week. They in IRC haven't sent a copy of 25 documents.
On April, 28th, 2010 in IRC has met Gerry A. I have greeted and have asked about a copy of documents. He didn't think at all to ask an apology for delay of sending of a copy of documents. He has told: You still undersign at 8-10 documents and I then will send you all copies together.
I have told: You promised that copies of 25 documents will send next day. Has passed 23 days. You haven't sent a copy of 25 documents. I yet won't receive a copy of these documents, under other documents the signature I will not put.
Gerry A. has told: You so don't speak. Here America. We are Americans.
I have answered: You promised to send copies of documents next day. Has passed 23 days and you haven't executed the promise. Americans having read sign not one document. I the Uzbek and having believed your promises has signed 25 documents. You haven't executed the promise. Still say that you are an American.
Gerry A. has promised: Copies of documents tomorrow till the evening I will send, on Friday receive.
It pulled even the whole week. As a result of May, 5th, 2010 I have received from hands of employee IRC Lana Whiteford documents on 28 pages under which were mine 17 signatures (some documents were on two pages with one mine the signature).
Gerry A. After April, 21st, 2010 in IRC hasn't come and didn't call.
I to translator Yura Malakhov have told on July, 16th, 2010: in April met employee EW Gerry A. But on results has informed nothing. I have given it number of office number Gerry A. Also has asked to learn about search results of work for me. Yura to me by phone has told that some times called Gerry A., but the exact answer hasn't received.
I have thought: to Mean to me it is necessary to descend in office Gerry A. and to talk to it. On July, 21st, 2010 at 11.10 a.m. I have come to its office (the address: Experience Works, Inc. 2115 Vista Avenue, Suite A. Boise, ID 83705, Phon 208-429-8077; Fax 208-429-8084).
It has come into a small room and has brought wash business (folder). Our conversation proceeded about two hours. It has filled some more documents. But didn't ask me to append the signature. Probably there were enough my signatures in pregoing documents. Questions and answers were in English. He on mine wrote the questions and answers to the request on a paper. I found transfer of some words in the dictionary and answered in English.
On July, 26th (Monday 2010) has called me approximately 25 aje Russian man Yura Hegaj. He has told that Gerry A. has found for me work and that it will translate our conversation. Yura Hegaj has brought me to the shop located in 650 foot (200 meters) from our house. The shop address: 5823 West Franklin Rd. Boise, ID 83709; Phon: 208-968-2666.
Approximately 27 summer man was the manager in shop. We have greeted. He has called Gerry A. It has shown me halls and rooms. The shop has been organized by the former military men was serve in Iraq. Some inhabitants Boise and vicinities in shop hand over things some become outdated and unnecessary them. When we have come in inner the big hall, the manager to me has shown back a door and has told: If the person has brought things and has knocked at a door, open a door and helped at unloading of things. It has shown the laid things and has told: We sort the brought things and we clean. Then the employee to take out in a hall and stacks on regiments.
The manager showing set of things laid on the right, has told: These things will be sent military men to Iraq.
Has come Gerry Autry. By this time the director of shop Robert Gillespie has come also. The director has greeted us and has invited in the big room. Have sat down on armchairs behind the big table. Gerry A. has asked me to undersign on two documents. Translator Yura Hegaj has short given the explanatory about these documents. I have undersigned.
The director has asked me a question: Will work five days for four hours or four days for five hours? I have answered: it is better four days for five hours. The director has told: you will work on Wednesday, Thursday, Friday, Saturday from 9 o'clock till 2 o'clock, agree?. I have answered: "Yes". It: on July, 28th on Wednesday will come for work.
In the end of conversation I have asked the card of the director. It has given. In a card the shop name, its address and other data are resulted.

Pay attention: between the employer for work, that is the director of shop Robert G. and I arriving for work haven't been sign the labor contract or the list of charged works. In this document it was necessary to write precisely: the head of establishment can charge what works to the worker. Only in this case it is possible to define precisely: the head of establishment because of absence in the contract hasn't the right to charge what works. Thanks to it document I who absolutely not aren't knowing laws of the USA the refugee, would learn in what consists my duties on a new place of work.
Translator Yura Hegaj could tell about it. But, in my opinion, it doesn't have license for work as the translator. Therefore he doesn't know such simple question.
I on July, 28th at 8.45 o'clock have come for work to shop. The director and the manager were in shop. Have greeted. The manager has given me an apron. I have dressed. It has accompanied me in a shop court yard. There there was almost empty big iron container in the size at length more than 8 foot (2,5 meter), width 5 foot (1,5 meter) and in height 5 foot (1,5 meter). Near it were set of boxes with not sold and rejected things. He has told that these things should be thrown inside the container and to sweep a court yard.
I within 1,5 hours of a thing have thrown inside the container and have swept a court yard. The director was in a hall. I have told that have finished work. Director Robert G. something has told to one of workers. The worker has accompanied me in an internal hall and wanted to give me a mop and a bucket. I to it have told: I am no wash floor.
It left in a hall and to the director has told about my refusal. I have come behind the working. Therefore I to the director have told: I am no wash floor, no clean toilet. It is no contract. Other jobs, please. After all we with the director didn't agree about it, the contract didn't make also a copy of the contract it to me didn't give.
Director Robert G. has a little thought also something has told in English. Then me has accompanied in the office. It in computer has typed words in English and by means of the compiler has translated into Russian. While he wrote on computer, I have called in IRC to case-manager Robiou Manzo and have told that on work has developed a non-standard situation.
Robert G. has printed on a paper and to me has given. On it has been written the following: Take the rest of today off. I need to speak with Experience Works. On the bottom part of sheet this phrase has been written in Russian.
I couldn't object or argue with director Robert G. Therefore I have answered Okay and in subsidiary a premise have dressed the shirt, took a bag and have gone home.
I have come on August, 4th, 2010 to office Experiense Works to talk with Gerry A. Have greeted. Between us has begun discussion. I have asked to write down the words on a sheet of paper. He has started to write.
In the end of our conversation I have asked the permission to take these 4 sheets of paper with myself (I apply their copy in the complaint).
Gerry A.: In work place everybody needs to help. Bathrooms need to be cleaned. I clean bathrooms here.
I have answered: Between the employer and getting a job by the person should be the contract is concluded. It should consist of 10-15 points written on one-two pages. In these points should be it is listed: the worker should do what works. The employer should acquaint and both should put the signature under this contract. In this case not to arise misunderstanding. To me such contract haven't shown and haven't given. (I these and other thoughts spoke English using the dictionary.)
Gerry A.: Sometimes jobs or work will be expected that is not in a contract. Boss expects assignments to be completed.
I have told: That there was no misunderstanding, all the same there should be a contract.
Gerry A.: Will you refuse assignment if it is not written?.
I have answered orally. Here Gerry A. has asked me to write on a paper.
I have written: Boss can ordered alles, any, anyone: washer floor, clean toilet, kill men and orally in English has added: I not the killer.
Gerry A.: If you are part of the crew those jobs are part of your duties written or not. Many jobs have move duties that are not in contract.
I have told: I consider: any both parties should agree and conclude the contract.
Gerry A. has written: Do you refuse to clean toilets at work? Why? Also has turned a paper in my party.
I have written: To clean toilets have individual women. In women and boss have contract: cleans toilet, washer floor. In woman named charwomen (I have underlined a word charwomen).
Gerry A. without having found answer my words again has started to write on behalf of all Americas.
Gerry A. has written: In America men clean toilets and wash floors for a job also has put an end.
Words Gerry Autry about all men of America is any more in what frameworks. Therefore I have orally answered with one beautiful phrase.
I have asked a question: you say that all American men cleans a toilet on work. The US president too to clean a toilet in the White House?
Gerry A. couldn't answer and began to stammer. At this time there was an interesting case: it appears supervisor Lloyd Willamson - head Gerry A. sat in the next room and listened to our conversation. It having heard my words about the American President, fast paces has approached to us. It having approached to me from this party, has started loudly and to speak nervously in English. I have turned to it and have told: Excuse me, you too quickly speak. I can't understand your words. Write please on a paper you said words.
Gerry A. has understood that its last words were too not correct. I while spoke with Lloyd W., he has made the amendment: it since a point, put in the end of the offer, has put a dash and has added two words: - honest work.
Lloyd W. has told: My words will write Gerry. Gerry A. has started to write correcting words of the chief a little. Lloyd W. has said some more word and has left in the office.
Gerry A. on behalf of the head has written following words: Only certain jobs are you qualified for because of lack of language. When you learn English and job experience is more then you can have better job butnow to earn money you may have to clean toilets as part of a job.
I have started to translate this text by means of the dictionary by recording on the same sheet of paper.
Gerry A. on a paper has written following words: This is America, not Russia. Here cleaning toilets is honorable work. I having read these words, has told: I not from Russia, and from Uzbekistan, I the Uzbek. It took a paper from my hands, has deleted a word Russia, from above has written Uzbekistan and has returned me a paper.
I have written: If honorable work → boss clean (here I haven't remembered a word in English and has put an arrow).
Gerry A. has written: He cleans ↔ you clean both clean (it as well as I, have drawn an arrow, but directed in both parties).
I have told: Having lived so much years not to time didn't see that the head in a public place cleaned a toilet.
Gerry A. has written following words on a paper: No toilet no job. It is part of the job.
I have told: If God to allow, I the two university educations will earn the piece of bread without washing of floors and toilet cleaning.
Gerry A. has asked a question on my age. I have answered: 56 years. He has written: I am 57. I clean toilet. You are too proud and stubborn.
I have written: Every men solve, decide self also has added orally: clean toilet or other job.
On it our discussion has ended. Gerry A. to me has given 4 sheets of paper on which wrote to discussion time, and two more page text Janitor. I have thanked. I having addressed to the women, sitting in this room, has once again asked an apology having told I am sorry and has said goodbye.

Some total thoughts.
1. I having believed employees Experience Works of branch in Boise supervisor Lloyd Willamson and Employment and Training Coordinator Gerry Autry, has wasted precious time from April, 5th till August, 4th, 2010. I belief and respect for America and Americans was high. It appears and in the USA there are the people similar Gerry Autry and Lloyd Willamson: they on the duties looked it is indifferent and it is bad. I till today remain the unemployed.
2. I consider that 1,5 hour work is on July, 28th, 2010 organized against me provocation. Absence of the contract, without explanation mine the duties on a place of work and not delivery to me of its written variant have led to infringement of mine the right to work. After all the director of shop Robert G. has charged me work not provided in the contract and the mutual arrangement.
3. If employees of branch in Boise organization Experience Works can't find work to refugees except washing of floors and toilet cleaning the branch name in Boise should be renamed on Works Washer Floor or Works Cliyenth Touliet.
4. Employee Experience Works Gerry Autry and resettlement program specialist IRC Rabiou Manzo to me have some times told: I should by cleaning of a toilet and washing of floors to deserve trust of Americans. Employees of the Supreme Commissariat on Affairs of Refugees of the United Nations Organization, and also responsible persons appointed the Government of the USA check more than one year each refugee, including me. And only after such check have harbored in the USA. Really it it is not sufficient for some bureaucrats in Boise? Negativity and abusiveness that we are refugees by cleaning of a toilet and washing of floors appears should gain trust of these and some similar bureaucrats.
5. That there were no various misunderstanding between the employer and getting a job by the refugee, they should undersign under the labor contract or under the list of ordered concrete kinds of works. Thanks to it the refugee who is getting a job and yet not knowing laws of the USA learns: in what consists its duties on a new workplace, manufacture or establishment. Only in this case it becomes known: the head what kinds of works hasn't the right to order because of absence of record in the contract.
6. Heads Experience Works should put the end concerning attraction of the people who do not have the license of the translator. Employees as Gerry Autry, not observing these requirements, of the first time on the basis of laws of the USA should receive the prevention, and at repeated infringement of laws it is necessary to involve them in judicial responsibility.
7. Gerry Autry and its head Lloyd Willamson have received the finance from the Federal program of the USA under a pretext job search for me. They didn't search more than three months for a place for work. Because of provocative 1,5 hour works on July, 28th, 2010 they had an opportunity justifications. But they, first, during discussion of granting of work for me, as the translator have invited the person, not having the license of the translator; secondly, no contract or the list of my duties on work have given to me; thirdly, also haven't given the document that more than 55 years and the director of shop to what weight can order to me at a raising of weights.
8. Heads IRC on August, 18th, 2010 under a pretext Because of appearance at work and income reception have in writing informed about stop to the economic, financial help. The income has made only hardly more than 13 US dollars. That is has sufficed on one hairstyle of hair. By the way, both with it, and with other officials our conversations have passed basically without participation of the translator. I since June, 1st, 2010 in English Language Center study in group of the fifth level (only 7 levels). Also in addition I am engaged in studying of English language in Collej of Western Idaho in 4-level group (in Collej only 6 levels). Some refugees is worse me know English language. But they in Boise work in such places where from them don't demand washing of floors or toilet cleaning. Therefore I consider that their charges about we wash ignorance of English language, aren't correct.
I as the journalist and the legal expert have written the big article in the Uzbek language under the name 1,5 (The Provocation connected by 1,5 hour work in the USA) and have published on a site

I in the end of article 13-paragraph have written following: Employees Experience Works from branch of staff e have assisted in employment of 101-year-old (!) elderly citizen Jack Borden. This page of a calendar is named Americas Outstanding Oldest Worker.
