10.2. WHO BENEFIT FROM THIS?
PARAGRAPH 392. In my opinion, mass murders are beneficial to the special services, or rather to some agents and heads of the Federal Bureau of Investigation (FBI). I will list the reasons for this point by point. 1. After a mass murder, the President of the country is often forced to speak in the media with condolences to the relatives of those killed by the killer. The President of the country, putting aside important state affairs, meets or talks on the phone with the heads of the security agencies, including the special services, listens to their reports on the mass murder that has occurred and discusses it. One example.

2. Taking advantage of the moment, FBI leaders often put forward favorable conditions for themselves in the form of expanding staff, monetary and other material resources, salary increases, and so on.
3. Leaders of law enforcement agencies, including the FBI, demand additional powers. They are often granted these powers, and sometimes this is hidden from the people and the general public. For example, after the mass murder at the Newtown school on December 14, 2012, they want additional rights to use punitive psychiatry against dissidents.
4. In short, after a mass murder, there is often another stage of granting additional powers to the special services, or more precisely the FBI, and a reduction in human rights in a given country.
10.3. WHAT IS THE REASON?
PARAGRAPH 393. Some employees of the special services (FBI agents) want to have talented people under their command who must carry out their orders and instructions. They act on the principle: "If you don't know how, we'll teach you; if you don't want to, we'll make you."
PARAGRAPH 394. Pay attention to the reasons for mass murders at school: the future murderer was persecuted, humiliated, insulted, beaten, etc. in his family or at school.
PARAGRAPH 395. In my opinion, some FBI agents apply this same principle against an individual citizen (less so against a group of people). They covertly interfere with his personal life, eavesdrop on telephone conversations, monitor correspondence and e-mail, sometimes block and interfere in various ways, including with the text of letters sent and received by the citizen. I have experienced this in my personal life for over 15 years, that is, since the day I arrived in the United States - since January 2010.
PARAGRAPH 396. A citizen can be driven out of his mind and driven to commit a crime by gross interference in his personal or family life, frequent dismissal from work, as well as hidden constant persecution and deprivation of the opportunity to find another job.
For example, James Holmes graduated with honors from the institute ([6]). But he could not find a job, and perhaps he was not allowed to find a job. At present, it is difficult to establish the culprits: if there were any, then the relevant facts and evidence have been destroyed.
But the fact remains: James Holmes, who graduated with honors (diploma with honors), could not find a job in his specialty in his hometown. And he was forced to work as a salesperson at a McDonald's restaurant. There, the salespeople take turns washing the floors and cleaning the toilet. And this is humiliation for a person with an excellent higher education.
It is appropriate to say: I experienced this in my own experience in Uzbekistan and the USA. In the USA, or rather without any particular reason, I was fired three times from my job in Boise (Idaho) in 2010-2012, and various obstacles were created to prevent me from getting a job in Washington in 2012-2024. But I am a religious Muslim and will never kill people. In extreme cases, I can leave the borders of this country, as I left my native Uzbekistan.
PARAGRAPH 397. Sometimes this citizen perceives the events happening around him/her as a permanent failure. Another failure or a provocatively spread rumor knocks out the last hope and he/she decides to commit suicide. So suicide is also a mass murder on the scale of one person - against oneself.
Therefore, human rights organizations in the United States need to thoroughly study each case of suicide, as much as possible. Consider the following fact: in 2022, just under 49,500 people were registered in the United States, and in 2023, just over 49,300 people committed suicide [7].
The staff of international human rights organizations located in the United States are mostly busy writing about human rights violations in other countries. For some reason, they do not consider or study human rights violations in the United States, including violations of the human right to life. In this case, suicides in the United States.
The security forces, including the FBI, with the help of the authorities once achieved the following: at the federal level, only one human rights organization will be engaged in human rights protection - the American Civil Liberties Union (ACLU). Thus, they prohibited other international human rights organizations from engaging in human rights protection in the United States. I will write about this in more detail in paragraph 425.
A comprehensive study and compilation of annual reports on suicide cases in the United States, and in other countries, will provide important additional material for preventing cases of mass murder.
PARAGRAPH 398. The persecuted person sooner or later notices the gross interference of the security forces, including FBI agents, in his personal life and the creation of various obstacles. But he cannot sue them. Since FBI agents carry out their illegal actions by oral orders to employees of institutions and organizations. Then the persecuted person has an idea to commit suicide and some of them commit such a tragic act.
PARAGRAPH 399. Some citizens consider suicide insufficient and refuse such a simple suicide. He (she) moves from this thought to the thought of mass murder and begins to plan. More or less prepared, he (she) carries out his bloody crime. Due to the lack of facts and the impossibility of openly proving the guilt of the FBI agents and their henchmen, law enforcement agencies often accuse the killer of mental disorder after the crime. PARAGRAPH 400. Due to the accumulated experience, knowledge, age of the persecuted citizen-criminal, the scale of each mass murder, that is, the number of killed and wounded, varies.

PARAGRAPH 401. A typical FBI modus operandi is to create some kind of provocation, a bad deed, a dirty trick, or a nasty thing against a dissident citizen and report a possible armed incident to the police chiefs. I am sure that many times the police have been informed about me as a threat. The FBI has a system called eGuardian for such a message.
“eGuardian is the name of an FBI system, launched in January 2009, to share tips about possible terror threats with local police agencies. The program aims to get law enforcement at all levels sharing data quickly about suspicious activity and people.
eGuardian enables near real-time sharing and tracking of terror information and suspicious activities with local, state, tribal, and federal agencies. The eGuardian system is a spin-off of a similar but classified tool called Guardian that has been used inside the FBI, and shared with vetted partners since 2005.” [8]
PARAGRAPH 402. In my opinion, some FBI leaders and agents have two more important goals.
The first important goal is to achieve a ban on the sale of assault weapons. This position is held by some leaders and activists of the US Democratic Party. In fact, a ban on the sale of assault weapons will not give good results in reducing mass murders. Since they occur as a result of illegal persecution of individual Americans by FBI agents. I wrote about this above.
For example, California has some of the strictest gun laws in the United States. But over 15-20 days in January 2023, a series of mass murders with the use of firearms swept the West Coast of the United States.
"Seven people were killed on a farm in northern California. According to investigators, they were shot by a colleague, the police arrested the suspect - 66-year-old Chunli Zhao. During the shooting at a gas station in Oakland on the same day, one person was killed, seven were wounded. Less than two weeks ago in Central California, two unknown people shot six people in a private home, the youngest of the victims was 10 months old. In Washington State the day before, a young man killed three people at a gas station, later he shot himself in his own car. Hu Tsan Tran, 72, a suspect in the most mass murder of this series, which occurred in Monterey Park, in Southern California, in a dance studio, also committed suicide in his car. The state authorities are calling for tougher legislation. " [9]
The second important goal is to achieve the adoption of a law that would make it easier for FBI leaders and agents to imprison some inconvenient dissidents in a psychiatric hospital.
The implementation of these two important goals will give FBI leaders and agents even more opportunities to intimidate Americans and make it easier to control them.
10.4. MY ATTITUDE TO SUICIDE AND MASS MURDERS
PARAGRAPH 403. What would happen if FBI agents used against a young American even ten percent of the persecution, they used against me?
Usually, FBI agents carry out their persecution with the help of other people. I gave many examples of this in paragraphs 6.2-6.12 in the article "What is the cause of mass murders in the USA?" (see [4]). Therefore, some young Americans begin to become embittered with the world around them, become completely disillusioned with it, consider their lives ruined and do not want to live anymore. James Fox (1951), one of the leading American criminologists, professor of law and public policy at Northeastern University in Boston, wrote about this. He is the author of 18 books devoted to the study of the phenomenon of mass shootings in America. His interview was published in the Rossiyskaya Gazeta on December 15, 2012, in connection with another massacre at Sandy Hook Elementary School in the United States, when 28 people were shot, including 20 children aged 5 to 10.
“In American society, there are a certain number of people who are embittered by the world around them, completely disappointed in it, consider their lives ruined and do not want to live anymore. These people lack emotional support from family and friends. And they decide to take cruel revenge on those who, in their opinion, are responsible for their failures and do not give them a chance to cope with life's problems. Choosing between suicide and bloody violence, they usually choose both” [10]
PARAGRAPH 404. As is known, more than 393 million weapons were in the hands of the American people in 2018 [11]. An embittered American takes one or more of the 393 million guns and goes shooting innocent people one after another.
PARAGRAPH 405. My first difference from young Americans is that I am a human rights activist and have been involved in human rights since 1974. I firmly adhere to the idea of non-violent resistance, which was first substantiated by the great Indian human rights activist, political and public figure Mahatma Gandhi (1869-1948). The next great American human rights activist Martin Luther King (1929-1968) met with Mahatma Gandhi and he tried to apply it all his life in the struggle of the African-American population of the United States for civil rights. I have always been inspired by them and both are role models for me.
My second difference from young Americans is that I know exactly who is persecuting me and for what purpose. Therefore, I will not repeat the gross mistake of young Americans.
The third difference from young Americans is that I am a religious person, a Muslim. All religions, including Islam, strongly condemn the killing of another person. This is what the Prophet Muhammad said (hadith). Therefore, I will not commit murder, especially against innocent citizens.
The fourth difference from most young Americans is that I have held the military rank of "reserve captain" since 1985 and know weapons and their use well. But I do not want and will not use my knowledge and skills against ordinary citizens and police officers in the United States. I wrote about this in the article "What is the reason for mass murders in the United States?" in 2013 and I still hold this conviction (see [4]).
PARAGRAPH 406. The use of weapons against ordinary citizens of the United States will not yield positive results. That is, the true culprits persecuting freedom-loving citizens will not be revealed and punished. Moreover, mass murder gives the opposite result: almost after every mass murder, the special services, including the FBI, receive new powers, often the number of employees of the special services increases, and the rights of citizens are reduced. In other words, during a mass murder, innocent people and police officers die, and FBI agents receive benefits and incentives.
FBI agents who persecute and make various troubles and provocations against me will not wait for my illegal actions. I will not commit murders of people, despite any provocations and bad deeds against me. As a human rights activist and independent journalist, I will write and publish articles, appeals and other things in which, as far as possible, I will expose the secret of bad deeds and the true instigators from the FBI.

As a human rights activist and independent journalist, I will write and publish articles, appeals and other things in which, as far as possible, I will expose the secret of bad deeds and the true instigators from the FBI.
PARAGRAPH 407. I must write separately: I have been a human rights activist since 1974 and an independent journalist since 2004. Therefore, I do not intend to arbitrarily punish anyone for long-term persecution and various poisonings. I have a sharp journalistic pen and the ability to powerfully respond to them with exposés and complaints.
I believe and am confident: a journalistic pen is stronger than any weapon. After the publication and public disclosure of the dark deeds of the FBI, ordinary citizens, the intelligentsia of the United States can and should take an active part in organizing control over the FBI and the police by creating a database of their work. As a result, over time, appropriate laws will be adopted, and the activities of the FBI and the police will be placed under the control of the laws of the country. In the future, the ranks of the FBI and the police will gradually begin to be cleared of random people who abuse their official position and duties. And this is more important than the use of weapons against ordinary people or against the FBI and the police.
10.5. SHOULD WE RESTRICTED THE SALE OF WEAPONS?
PARAGRAPH 408. Following the mass murder of 20 children and 6 adults at a school in Newtown, Connecticut on December 14, 2012, US President Barack Obama created a special commission headed by Vice President Joe Biden. The commission was to develop recommendations for stricter gun control. President Barack Obama presented his proposals at the White House on January 16, 2013.
“The President presented his proposals at the White House during a meeting with relatives of the students killed at a Newtown school by a crazed 20-year-old named Adam Lanza. The President’s program includes four thematic blocks and 34 proposals (23 of which do not require additional approval and will be implemented immediately). “We can’t put more (items) in here,” Obama apologized, promising to squeeze everything possible out of his position so that at least these proposals are adopted. According to him, there are 30,000 incidents involving the use of firearms in the United States per year, including suicides and crimes against other people. "Congress will have to act quickly," he added. [12]
PARAGRAPH 409. Ultimately, the Senate did not approve it. The following message is about this.
"On April 17 (2012), the US Senate rejected a bill to tighten the background check procedure for gun buyers. Only 54 senators voted in favor of the bill, while at least 60 members of the upper house of the US Congress needed to support it to pass. 46 senators voted against. Tightening the background check procedure for gun buyers to prevent them from ending up in the hands of the mentally ill and people with criminal records is one of the measures proposed by the Obama administration after the mass murder of schoolchildren in Newtown in December 2012. Among other measures proposed by the Obama administration is a renewal of the assault weapons ban that has been in effect at the federal level for several years and a cap on the size of gun magazines. After the senators rejected the first document on background checks for gun buyers, US President Barack Obama made a special statement. He called the Senate's decision to reject the gun control bill shameful and promised that changes to the law would still be made." [13]
We can tighten the rules on gun circulation. But the problem is much more serious. It is not only about guns, but about the insufficient control, sometimes complete lack of control, of FBI agents and police officers. Naturally, the question arises: What to do? Answer: this requires the creation of a database of the activities of FBI agents and police officers, as well as their supervisors. I wrote about this in Appendix 2.
10.6. A BRIEF HISTORY OF MY PROPOSAL TO STRENGTHEN CONTROL OVER THE FBI AND POLICE
PARAGRAPH 415 (377). I published an Open Letter to President Barack Obama in the newspaper "Street Sense" on the need to strengthen control over the FBI and police by creating a parallel data bank on February 12, 2014. All ten points written in paragraph 410 were listed there. FBI agents made sure that this small Open Letter was published in small pieces in four (!) issues of the newspaper "Street Sense" (see [14]). In 2014, the newspaper "Street Sense" was published every 14 days. This means that my Open Letter was published in the newspaper for 42 (!) days.
In my opinion, it is difficult to find another example in the next 20-30 years where a small article or letter-proposal was published in four issues of a newspaper. In short, the FBI agents organized this specifically so that the Americans would not notice the essence of the Open Letter on the need to strengthen control over the FBI and the police by creating a parallel database about them.
PARAGRAPH 418 (380). I sent to the US presidential candidate Mr. Joe Biden during the presidential election campaign in 2020 my written proposal on the need to strengthen control over the FBI and the police by creating a parallel database. In my opinion, this letter was also blocked by those FBI agents who controlled my laptop and mail. I hope sooner or later they will definitely pay attention to this serious and important proposal.
So, since 2012, I have offered many times to the leadership of the US Democratic Party and US presidential candidates from the US Democratic Party interesting solutions to problems that are more important. I have not received a positive or negative response letter from them.

PART 8. RECONSTRUCTING BAZAARS – A WAY TO SOLVING THE PROBLEM OF UNEMPLOYMENT AND MULTIBILLION-DOLLARS OF STATE SAVINGS

There is a simple and reliable way to dramatically reduce the number of unemployed people, and thereby stop the growth of the US national debt. To do this, it is necessary to recreate, revive bazaars with full working hours throughout the territory of the United States. In my Proposal, bazaars will work thirty days a month from morning until evening, like supermarkets.
A bazaar or souk is a market consisting of many small stalls or shops, especially in the Middle East, the Balkans, Central Asia, including Uzbekistan, North Africa, and South Asia. They were traditionally located on vaulted or covered streets with doors at each end and served as the central market of the city. The word "souk" in the Arabic-speaking world is roughly equivalent to the word "bazaar". The existence of bazaars or souks dates back to about 3000 BC. That is, bazaars emerged five thousand years (!) ago. The concept of "bazaar" is a more general concept than "farmers' market". Farmers' markets are a small part of bazaars.
The Great Depression of 1929-1939, as a global economic crisis, affected the United States the most. At that time, law enforcement agencies (the FBI, police, and others) insisted on the closure and liquidation of the bazaar structure in the United States. The Central Bazaar in Washington, D.C., was one of the largest bazaars in the United States. It was destroyed in 1930. The US Central Archives were later built in its place.
The FBI, police, and other law enforcement agencies achieved the liquidation of the bazaar structure in the United States. Thus, they abandoned five thousand years of human experience, which are bazaars. This was a fatal mistake.
Years passed, and the number of unemployed people began to increase year after year. In October 2024, the national unemployment rate in the United States was about 6.98 million unemployed (Unemployment level seasonally adjusted U.S. 2024 | Statista (www.statista.com/statistics/193280/seasonally-adjusted-monthly-number-of-unemployed-persons-in-the-usa/ November 11, 2024). This is a tragedy for 6.98 million Americans and their loved ones. In the souls of other Americans, who see their tragedy every day, the fear of losing their jobs and ending up in the same poverty and lack of rights has settled.
For thousands of years, the people have fed both themselves and the government. Usually, the government does not feed the people. Those governments that tried to feed the people inevitably failed. The US government allocates many millions of dollars every year to pay unemployment benefits to millions of US citizens and salaries to numerous officials. This means that the US government feeds part of the population for many years. As a result, the US national debt as of February 13, 2025 amounted to more than 36 trillion 475 billion dollars and continues to grow by billions of dollars daily. To reduce the national debt, we must find ways to reduce government spending. One of these ways is to revive the markets in the USA. In this way, a large part of the unemployed will be provided with work. They and their families will stop receiving assistance from the Supplemental Nutrition Assistance Program (SNAP). Today's unemployed will work in the markets and pay taxes. They will bring in billions of dollars in additional income to each state and country.
If we provide jobs for today's unemployed, most of them will have enough money to rent a house or apartment. As a result, the housing problem for millions of homeless people will be partially solved.
By solving the employment of the unemployed in the markets, we will significantly reduce the number of crimes. Consequently, the number of people behind bars will sharply decrease. Thus, the number of law enforcement officers will significantly decrease. Some of them will move to market structures to ensure law and order and the safety of citizens in the markets. They will be selected on a competitive basis. As a result, we will save billions of dollars more, which is spent on maintaining the penitentiary system. A sharp reduction in the number of convicted persons will raise the authority of the United States in the international arena in the field of human rights.
To ensure the freedom of the bazaar, it is necessary to fulfill the following requirements:
- some of the trading counters are free, that is, they are not assigned to someone separately;
- whoever came earlier has the right to occupy the counter of his choice and sell his goods during this day.
- Develop a list of recommendations for the best organization of the bazaar, including the production, delivery and sale of fruits, vegetables, products, clothing and goods in bazaars.
Which of the leaders will lead and decide to recreate bazaars in the United States, and thereby provide work for millions of unemployed, there is such a high probability: he will become the next Nobel Peace Prize laureate.
