I, Shuhratjon Ahmadjonov, I am writing to you on the issue of my bike - my only means of transportation.

I your letter with signature on April 5 received April 6 2011.

I June 23, 2011 came to Boise Police Department and requested an appointment with you. Capt. William Bones me refused. He appointment to meeting on June 30, 2011 with other employees.

June 30, 2011 conversation with me Captain Scott Mulcahy and Regina Fredriks. I was giving a statement in your name (see Appendix, page 1).

Captain Scott Mulcahy left hand wrote the following (he wrote the answer on the back of the sheet of the statements, see Appendix, page 2):

At this time, the employee Regina Fredriks on a cell phone contact with the translator Alexander Bazarski. She told me that our conversation will translate A. Bazarski.

Alexander Bazarski with the end of January 2010 many times as an interpreter in the International Rescue Committee (IRC) between me and other officials. I later found out: he translated many of my words distorted and even contrary.

So I said: "Alexander Bazarski translates distorted and provocative. Therefore, I am against the fact that it will translate our conversation".

Mobile phone took Captain S. Mulcahy, and began to talk in English with A. Bazarskim. He talked a little bit. Then he stretched out his hand toward me and asked to answer A. Bazarski. I reached out his right hand to take the phone and to reply. But S.Mulcahy did not give me the phone and holding it in his left hand, and asked to respond. I replied: "Alexander, I am against your translation. Please do not interfere in my personal life. I asked you about this earlier".

After this S.Mulcahy continued to talk with A.Bazarski. I waited a bit and realized that it was pre-prepared provocation.

I said so: "It is provocation!" I took papers and come out of the room into the hall. I in the hall began to pack in a bag of paper.

Soon come out into the hall S.Mulcahy, and R. Fredricks. S.Mulcahy gave me a piece of paper and said that the next meeting will be July 7.

I said: "Today you have arranged a provocation. If the July 7 appointment will be with the police Chief Michael F. Masterson, I'll be come. Otherwise I will not to come. Please send me a letter of appointment of the meeting". Then I went home.

In what follows the letter of appointment with you - the police Chief Michael F. Masterson, I did not get in the mail.

Surveillance and provocation of some people later on continued.

October 16 (Sunday) 2011 my bike was stolen.

I'm by number 911 called the police. Officer Brian Johnson of Patrol Division came.

Brian Johnson did not provide an interpreter.

Brian Johnson asked only about the brand bike. I showed him the letter from the Boise Police Department on February 1, 2011, on which was written by brand my bike.

Brian Johnson brought me to the car to my house. I asked: how many days will the answer? He replied: in 3-5 days. I asked him to write the answer in the form of letter. He agreed.

Pass 19 days. But there is no answer.

On November 4 (Friday) in 2011 I was write the complaint and came to the Boise Police Department at 04.30 pm. Karen Eldredge (LE Tech) answered: no leaders. I gave a complaint and asked to convey to you. I am on the second copy is also asked to put a seal or signature. But she refused to put a seal or signature. I am today - November 21, 2011 re-bring to you by the complaint.

Dear Mr.Ahmadjonov,

I am in receipt of your most recent correspondence from November 21, 2011. I am hopeful this letter will answer your questions.

I have reviewed all incidents dating back to January of 2011, in which you interacted with Boise Police Officers and/or Boise Police Employees. I have found that the response by the officers and employees was appropriate and within policy. In the two cases involving your bike, reports were taken and the incidents were documented just as they would have been in any other case with the same circumstances. In both incidents, you were given a courtesy ride to your home. I empathize with your situation and the fact that your bike is your inly mode of transportation however, in situations where we are unable to determine a suspect or gain any probable leads; the officer has only the option to take a report to document the situation until such a time when and if new evidence surfaces. You may file a public records request to obtain a copy of the theft report.

The Office of Internal Affairs has investigated your complaints against the officers/employees and has found no wrongdoing. I concur with the findings of the Office of Internal Affairs. Every effort was made to satisfactorily handle your complaints against the officers/employees. In anticipation that you would have questions, it was arranged for you to meet with the Internal Affairs Captain to explain the investigative findings with the assistance of an Interpreter. You chose however, not to take assistance from the Interpreter and the meeting concluded.

Members of the Boise Police Department have attempted to answer your questions and to explain to you the investigative process in the cases involving your bike. I understand communication has been difficult however, I believe all efforts were made to assist you and I now consider the matter closed.
