HOW TO STRENGTHEN CONTROL OVER THE WORK OF THE POLICE AND FBI?

I propose to strengthen (tightening) control over the work of the police and the Federal Bureau of Investigation (FBI) in order to prevent wrongful behavior and excessive use of force by the police and the FBI, drastically reduce the number of massacres and suicides, as well as interferences in the private lives of US citizens.

The history of law enforcement in the United States includes many efforts at police reform. It is known that Congressional Democrats unveil another police reform bill, called the “Justice in Policing Act”. The bill would ban chokeholds, as well as no-knock warrants in drug cases.

The legislation also would require local police departments to send data on the use of force to the federal government and create a grant program that would allow state attorneys general to create an independent process to investigate misconduct or excessive use of force, according to the five-page summary of the bill. I am sure that the bill on “Justice in Policing Act” not enough to prevent misconduct and the use of excessive force by the police and FBI, as well as to drastically reduce the number of massacres and suicides, interferences in the private lives of US citizens. In my opinion, individual FBI officers fit into the affairs of the police through their oral instructions and in other ways (methods).

Dear misters! You need to tighten control over the work of the police and FBI to prevent misconduct and the use of excessive force by the police and FBI, as well as to drastically reduce the number of massacres and suicides, interferences in the private lives of US citizens. For a successful reform, it is necessary to create a databank on the work of the police and FBI. I suggest the following.

1. It is necessary to accumulate information on daily work of employees and heads of police and FBI and the related informants and provocateurs. To do this you need to create a separate service for the collection and storage of such information. This bank of information should begin with the complete list of their employees and informants.

Let legislators decide what part of the daily work flow of information for all employees and informants to collect.

I consider it important to collect phone conversations and handheld transceivers between employees’ police and FBI and the related informants, provocateurs. That this information will give objective data and fakts on the following: each specific employee and his serving informants (snitches) and provokers in the working day, what they do, they follow whom and how they monitor, for whom, and what legal and illegal, if any, provocative steps against citizens and so on.

It is pertinent to collect the following information: what order each employee and informant receive daily; their daily, weekly and other progress reports, and other important information.

2. Open such a bank of information and it has to exist separately. The police and FBI will continue to work on their principles of operation. That is, there will be no interference with their work. Information about their work in a separate databank will be accumulated in parallel.

3. Of course, this database will be kept secret and carefully guarded against information leakage and illegal interference from outsiders. Similar storage of secret information is now in the Department of Defense, intelligence services and others places.

4. Accumulate in this databank written complaints from citizens about the work of the police and FBI.

5. The United States must seriously work to eliminate unemployment by recreating regular farmer’s markets in all cities and counties of the U.S. Farmer’s markets should operate 29 days a month from morning untill evening. 6. At this time, an approximate such amount of information is accumulated in the archives, cases and files of the police and FBI. The heads and staff at these law enforcement forces have access to this information. They can destroy the relevant information at any time, especially when it threatens them with dismissal and exposure (for example, James Holmes, the Aurora, Colorado, shooter or Derek Chauvin, the Minneapolis, Minnesota, a white police officer, murderer).

7. If you create a parallel database, heads and staff of the police and FBI won’t have access to this database and they can’t selectively destroy definitely important information.

8. The right of studying of information of this parallel databank should be provided to only a certain circle of people from among the deputies of the legislative chamber of the U.S. Congress or the State, or the created special commission on study and control of this information.

9. In the case of massacres, such as the case with James Holmes, the shooter at the Aurora, Colorado theater shooting on July 20, 2012, or murders, such as the case with Derek Chauvin, the Minneapolis, Minnesota, a white police officer, on May 25, 2020, an authoritative parlamentary commission should be established. It is better to write a choice of members of the commission in the law.

10. In the case of next murder or mass murder, the Commission will study all materials concerning to the murder. First, in this case, heads and staff of the police and FBI will not be able to destroy the true information about the hidden work and harassment of certain citizens (that is James Holmes) from some heads and staff the police and FBI and their serving informants (snitches), provocateurs.

Second, serious omissions and illegal actions of some heads and/or employees and also informants against certain citizens and inhabitants of the United States, will be found out, those are serious human rights violations.

Third, on the basis of the analysis of this information, there should be legislation and laws regulating the work of heads and staff of the police and FBI.

11. About volunteers. Originally volunteers were called exclusively soldiers-volunteers in 17th century in Europe. A law enforcement agency and intelligence agency often used the services of volunteers to solve their legitimate and illegal goals. The FBI and the police use the services of volunteers hired or introduced into an organization where a dissident US citizen works for illegal interference in the privacy of U.S. citizens. Personally, volunteers were used several times against me to pursue and cause trouble. I will write about this in separate articles. I will write about it in separate articles.

In the United States, there is a requirement for a law to obtain a court order for surveillance of American citizens. To stop illegal interference in the privacy of U.S. citizens, U.S. law requires a court order for volunteering.

12. The serious and complex approach to studying and legislatively regulating the police and FBI a databank and the legislative volunteering administration will produce the following results: First, it will stop the illegal intervention of the police and FBI in the private lives of citizens and inhabitants of the United States. Second, it will sharply reduce the number of misconduct and the use of excessive force by the police and FBI and of massacres, such as those carried out by James Holmes, Adam Lanza, who was the Sandu Hook shooter, and others. Third, it will sharply reduce the number of suicides of U.S. citizens. Fourth, it will clear the ranks of the police and FBI of employees and heads that violat the law. And finalty, fifth, the authority of the U.S. President, congressmen, deputies, employees and heads of the police and FBI will rise among citizens of the United States.

So, I suggest you take the initiative in creat a databank on the work of the police and FBI and the legislative volunteering administration. It will solve many problems around the illegal intervention of the police and the FBI in the private lives of citizens, misconduct and the use of excessive force and the frequency of massacres and suicides in the United States.

2. I have been living in the USA since January 2010. All these years, a group of people in civilian clothes organized surveillance day and night and photographed and filmed on video me. In is known that FBI employees are engaged in te collection and analysis of information. In my opinion, these persecutor groups were FBI employees and people associated with the FBI. Based on these surveillances against me were organized 19 thefts and 4 robberies from November 2012 to October 2019. I called the police many times and reported thefts and robberies. I made this following conclusion from the bitter experience of 8 years: on the basis of the data collected by taking photographs and videos, thefts and robberies were organized. And the police did not want to open criminal cases and investigate the crimes of FBI officers and/or people associated with the FBI. Therefore, the police did not open a criminal case and not investigate any of these crimes.

The question arises: for what purpose thefts and robberies were organized? Firstly, I continued my human rights activity in the USA. Secondly, I continued journalistic activities and published critical articles on websites and in the newspaper Street Sense. Apparently, all this was very annoying fot the staff FBI and police.

I was in New York for 36 days from September 9 to October 15, 2019. I there wrote and published a large article in Russian in two parts. I made an analysis of the events and causes of the persecution, and also wrote many important facts in the article. I also wrote in an article on punitive psychiatry, which is widely used in the United States. Article address:
