DEAR SENATORS AND REPRESENTATIVES!
Open letter

You created the commission (the independent panel) which prepared recommendations on reconnaissance community reform. You intend to decide on new measures for control of intelligence (security) services in January, 2014.

I would like to draw your attention to another important aspect of the activities of intelligence services and law enforcement in the United States.

“Fact: 31,000 people died from gunshot wounds last (2012) year – 19,000+ suicides, 11,000+ homicides and 800+ accidents. More children drowned in backyard pools than died from guns.
Fact: 90% of all gun deaths involve a handgun. The “official” figures tend to over-count long guns because many death and crime reports do not actually describe the type of weapon.

I believe that one of the most important causes of massacre and suicides is an illegal, brusque collection of information and intervention in the private life of U.S. citizens by some staff of law enforcement and intelligence services and the related informants, provocateurs. I wrote about this in an article entitled “What causes massacre in the United States?” in Russian and I published it online in April-May 2013. Article address:

You need to strengthen control over the work of the law enforcement and intelligence agencies to drastically reduce the number of mass murders and suicides, as well as interventions in the privacy of U.S. citizens. I suggest the following.

1. It is necessary to accumulate information on daily work of employees and heads of law enforcement agencies, intelligence services and the related informants and provocateurs. To do this you need to create a separate service for the collection and storage of such information. This bank of information should begin with the complete list of their employees and informants.

Let legislators decide what part of the daily work flow of information for all employees and informants to collect.

I consider it important to collect phone conversations and handheld transceivers between employees and informants of law enforcement agencies, intelligence services and the related informants, provocateurs. That this information will give objective data, fakts on the following: each specific employee and his serving informers (snitches) and provokers in the working day what they do, they for whom and as watch, what legal and illegal, sometimes take provocative steps against citizens and so on.

It is pertinent to collect the following information: what order each employee obtains and the informant daily, their daily, weekly and other reports on the complited work, and other important information.

2. Open a bank of information and it has to exist separately. Law enforcement agencies and intelligence services will continue to work on their principles of operation that will not interfer with their work. Just will accumulate information about their work parallel in a separate database.

3. Of course, this database will be kept secret and carefully guarded against information leakage and illegal interference from outsiders. Similar storage of secret information is now in the Department of Defense, intelligence services and others.

4. Accumulate in this databank written complaints from citizens about the work of the law enforcement agencies and intelligence services.

5. Must seriously work to eliminate unemployment in the United States through the organization farmer’s markets in all cities and counties of the U.S. 29 days a month from morning till evening (see: AHMADJONOV Sh. 6. In the law enforcement agencies and intelligence services accumulated in the archives and case approximately the amount of information at present. Heads and staff of these organizations have access to this information. They can destroy the relevant information at any time, especially when it threatens them with dismissal and exposure (for example, James Holmes).

7. If you create a parallel database, heads and staff of the law enforcement agencies and intelligence services won’t have access to this database and they can’t selectively destroy definitely important information.

8. The right of studying of information of this parallel databank to provide only a certain circle of people from among the deputies of the Legislative Chamber of the U.S. Congress or the State, or the created special commission on studying and control of this information.

9. In the case of massacres, such as the case with James Holmes, an authoritative parlamentary (the deputies of the Legislative Chamber of the U.S. Congress or the State) commission should be established. It is better to write a choice of members of the commission in the law or let deputies of the Legislative Chamber of the U.S. Congress or the State.

10. In the case of the next murder or mass murder, the Commission will study all materials concerning the murder.

First, in this case, heads and the staff of the law enforcement agencies and intelligence services will not be able to destroy the true information about the hidden work and harassment of certain citizens (i.e. James Holmes) from some heads and the staff of power structures or intelligence services and their serving informants, provokers.

Secondly, it will be found out serious omissions and illegal actions of some heads and/or employees, and also informants against certain citizens and inhabitants of the USA, which are serious violations of human rights.

Thirdly, on the basis of the analysis of this information there should be legislation and laws regulating work of heads and staff of the law enforcement agencies and intelligence services.

11. The serious and complex approach to studying and legislative regulation of work of power structures and intelligence services by creating a data bank will produce the following results:

First, it will stop illegal intervention of the law enforcement agencies and intelligence services in private life of citizens and inhabitants of the USA.

Secondly, sharply reduce number of massacres, such as that carried out by James Holmes, Adam Lenzom and others.

Third, sharply reduce the number of suicides of U.S. citizens.

Fourth, it will clear ranks of the law enforcement agencies and intelligence services from the employees violating the law and heads.

Fifth, as a result the authority of the U.S. President, congressmens and the deputies, will rise deputies, the law enforcement agencies and intelligence services among citizens of the USA.

So, I suggest you take the initiative to create a data bank on the work of law enforcement agencies and intelligence services. It will solve many problems around illegal interventions of intelligence services and the law enforcement agencies in private life of citizens, massacre and suicides in the United States.

BRIEFLY ABOUT MYSELF AND ACTS OF THE LAW ENFORCEMENT AGENCIES AND INTELLIGENCE SERVICES AGAINST ME

I, Shuhratjon Ahmadjonov, human rights activist, freelance journalist and refugee from Uzbekistan. In 1970-1975 I studied at the Samarkand State University, and for the years 1979-1983 – at the Moscow Higher Technical University named N.Bauman. I wrote and published 4 books and the 259th articles, from them 195 in Uzbek, 61 in Russian and 3 in English.

Following the severe persecution by the law enforcement agencies and intelligence services of the dictatorial regime, I was forced to leave Uzbekistan October 12, 2008.

The U.S. government granted me political asylum, and I have been living in the U.S. since January 21, 2010. I lived in Boise, Idaho from January 21, 2010 to March 2, 2012. I was illegally fired from my job 3 times in Boise, Idaho. Therefore I left Boise on March 2, 2012. I wrote more than 10 articles about illegally fired and I published on a web sites.

I lived in Virginia from March 2, 2010 to April 1, 2012. Now I have been living in Washington, DC since April 1, 2012.

I looked for a job in Virginia in March, 2012. I looked for a job in Washington, DC with the connection of relevant organizations, such as the Jubilee Jobs in the summer and autumn of 2012. I have gone to 15 organizations and filled the relevant forms for employment. But they have not made a single phone call. I think law enforcement agencies and/or intelligence services blocked my phone. I wrote about prosecutions by the law enforcement agencies and/or intelligence services of the U.S. in more detail in the next article in paragraph 16:

Because of impossibility to find a job I spent the night from April 2, 2012 to the present day – January 11, 2014 in a shelter at the address:

I precisely didn’t know this address in April, 2012. The address of a shelter isn’t written at an entrance in a shelter.

Near the gate has not yet written the name and address of the shelter. Inside the shelter on the bulletin board was not written address of the shelter (forms with the address of the shelter appeared on a bulletin board somewhere in the spring of 2013).

Gary Steele – the shelter’s case manager gave me the registration forms in the Washington, DC in April 2012. I came on April 13, 2013 to office and she gave a new ID (Individual document). On my ID was written the following address:

I think that in my ID written the address of a shelter.

On April 27, 2013 thief stole the third time my things – this time from the pocket of suit mobile phone brand LG and a pin card from the previous one phone. Interestingly, the “thief” did not take the money is in another pocket of the suit. Apparently the “thief” was interested in my contacts, that is, who called me and whom I called. I called the police on 911 and reported about the theft.

I decided to write the article “Stealing in the shelter” for the newspaper “Street Sense” at the beginning of May, 2013. I wanted to write a brief history of the shelter in the beginning of this article. I opened the address 1100 Alabama Avenue, SE by means of a site www.google.com . There was written, it is a Federal Psychiatric Hospital of St. Elizabeth, founded in 1852 (see http://ru.wikipedia.org/wiki/%D0%93%D0%BE%D1%81%D0...%D0%B0%D0%B2%D0%B5%D1%82%D1%8B ).

I then understood that against me arranged the next artful (crafty) provocation. I think that the law enforcement agencies and/or intelligence service was organized such provocation by means of employees of a shelter.

Pertinently to tell, some letters (for example, some bank letters) addressed to me don’t give out.
For the foregoing reasons I am at the beginning of this letter wrote the following postal address:

Pertinently to add: intelligence services and law enforcement agencies aren’t limited to prosecution and provocations. They manipulated (garbled) and hidden make out against me any documents, do some computer montages by my voice by means of telephone conversation over several years. I when came to labor to look for job or for Food Stamp registration the employee connected by telephone with the translator. The interpreter translated only words of the employee said by phone without seeing the document. I signed a lot of documents in the hope of getting a job or Food Stamp on the basis of words to the interpreter. For example, they received mine the signature on 20 documents in labor office county Falls Church, Virginia in March, 2012. As a result, I was not provided work. I think that among the documents signed by me were and the manipulated (garbled) documents in English.

I sell the newspaper “Street Sense” in the Washington, DC since October, 2012, and I earn one’s living. I hope, I will save up money within 1-2 month and I will rent studio or the one-room apartment. Seizing the moment I want to thank common Americans who buy my newspaper and thereby help me.

Pertinently to tell: I eat on the earned money since November, 2012 and I refused to receive the help of Food Stamp at a rate of the $ 189 monthly since November 1, 2012. I was thereby exempted from signing various, including provocative documents in every 6 month during paperwork on Food Stamp.

I study English in the Carlos Rosario International Public Charter School in Washington, DC since October 30, 2012. I finished level 3 and 4 in the 2012-2013 academic years. I study on the level 5 since September, 2013. I will graduate level 5 at the end of January, 2014. At school are 8 levels.

At the end still important facts. Some the law enforcement agencies and intelligence services officers monitor, block my computer, telephone and emails. They sometimes destroy my articles from a web site and the letter from e-mail.

In Washington, DC thousands people work as informants and daily through the mobile phone transmit information to the law enforcement agencies and intelligence services. The law enforcement agencies and intelligence services (agencies) use such accumulated (saved-up) information as want, at own discretion. It is rarely checked. They sometimes on the basis of such thorough information theft, a robbery and other types of a crime is planned and carried out against certain citizens, including against me.

I was robbed in Washington, DC in shelter between November 2012 and October 9, 2013 7 times. Criminals and their organizers stole all my belongings of the journalist such as laptop, two diaries with the description of events around me, 4 journals and one notebook with addresses of relatives, friends, human rights activists and journalists, members of the Uzbek opposition, and other important information, a recorder, telephone, Uzbek prayer book “Мен ҳам намоз ўқийман” (“I will read too namaz” (namaz – arabik salat – is the practice of formal worship in Islam)), eyeglasses and so on. I called the police 5 times. The police didn’t even open a criminal case for uncover of 7 thefts.

I was beaten and robbed of all my personal documents ID, Green Card, Social Security Card, Medical Insurance Card and Food Stamp Card on November 21, 2013. Detective Metro Transit Police Department Ms. Alanna Watkins met and discussed with me this robbery after 26 days that is on December 17, 2013. Isn’t uncovered not one of these crimes still.

I think behind these illegal acts there is some staff of the law enforcement agencies and intelligence services. As I wrote about this Suggestion, their illegal acts can and it is necessary to open with the help of a data bank.
