PUTIN DETERMINES RUSSIA'S STANCE ON ANTI-TERROR CAUSE

Ever since the barbaric terror acts of September 11 in New York City and Washington, D.C., the world has remained under the impression of the tragedy. Russia has long been waging self-reliant combat on international terrorism, and has on many occasions appealed to the international community to join hands against it.
Russia has not changed its stance. Surely, we are willing now, too, to contribute to the anti-terror cause. As we see it, attention must turn primarily to enhancing the role of international institutions established to promote international security — the United Nations and its Security Council. It is just as necessary to dynamically streamline the international legal basis and so allow it to respond to terror acts promptly and efficiently. As for anti-terror action in Afghanistan, currently in blueprints, our stance on it is this:
There are opportunities for deeper-going Russian partnership with anti-terror action participants. The scope and content of such partnership will directly depend on the overall level and quality of contacts between Russia and those countries, and on mutual understanding on the international anti-terror cause.
I have established an ad hoc team, led by Sergei Ivanov, federal Defence Minister, to coordinate above-listed efforts, collect and analyse incoming information, and practically cooperate with active anti-terror forces. As we see it, Chechen developments ought not to be regarded outside the context of efforts against international terrorism. True, the Chechen situation has a historical background of its own, and we acknowledge it. As I also acknowledge, there are people in Chechnya to this day who took up arms under the impact of false or misrepresented values. Now that the whole world has determined its stance on the anti-terror cause, it is the duty of each and every person to determine his or her stance, too. The Chechen fighters who have not surrendered to this day also must have their chance to do so. That is why I call all paramilitaries and self-styled political activists urgently to sever whatever contacts with international terrorists and their organizations; and to contact the official spokesmen of federal ruling bodies within 72 hours to debate the following: the disarmament procedure of the paramilitary groups and formations, and arrangements to involve them in peacetime developments in Chechnya. On behalf of federal authority, Victor Kazantsev, envoy plenipotentiary of the President of the Russian Federation to federal district South, which incorporates Chechnya, has been authorised to effect such contacts. I want to use this occasion to say a few words about a conference I had today with leaders of Russian Muslim boards. The conference was convened on their initiative. They offered to convene in Moscow an international Muslim conference under the motto, "Islam against Terror". I share their concern with the situation emerging worldwide. They will have support, beyond doubt. As I see it, effective efforts against religious extremism and fanaticism — not only Muslim but of any other religion and confession -- are impossible unless religious communities actively join the cause. |
