19 февраля в городской Точке кипения Торгово-промышленная палата Омской области провела круглый стол, посвящённый изменениям в системе цифровой маркировки товаров, которые вступят в силу с первого марта 2025 года. Основными спикерами выступили эксперты ООО «Центр развития перспективных технологий», оператора системы маркировки «Честный знак».

К примеру, стартует третья волна маркировки одежды, как выразилась руководитель управления товаров народного потребления Центра разработки перспективных технологий Варвара МИХАЙЛОВА. Нововведения затронут 12 групп товаров, включая мужское и женское нижнее бельё, халаты, пижамы, детскую одежду, купальники, колготки, носки и чулки, перчатки, галстуки, шляпы, вязаные вещи. До первого ноября участники рынка обязаны промаркировать товарные остатки, а до первого декабря ввести их в оборот.

Также с первого марта производители и импортёры обязаны нанести коды маркировки на влажный корм для животных в потребительской упаковке и ввести товар в оборот. Оборот немаркированного влажного корма запрещён! В этот перечень также вошло огромное количество иной продукции, включая медицинскую, автомобильную и пищевую.

Илья НИКОЛИН, руководитель сети автосервисов «Reaktor», президент Омского областного Союза предпринимателей не выдержал всё это слушать:

— Кто нам ответит на структурные вопросы? Про огромную стоимость необходимого оборудования, про ограниченность срока действия марок. Почему предприниматели должны платить за навязанную нам систему, которая не способствует улучшению качества продукции? Кто будет нести ответственность за то, если марка вдруг не считается? По принятому законодательству товар должен быть конфискован, а предприниматель подвергнут как минимум штрафу, как максимум уголовному преследованию. Почему именно конечный продавец обязан отвечать за всё несовершенство системы? Для чего нам вся эта информация? Вы хотите сказать, что «Честный знак» это всё замечательно и просто ставите нас перед фактом, что мы обязаны всё маркировать?

И тут начинаются обещания о выгоде для вашего агентства, а для убедительности он кидает вам фото и видео девушек, будто это каталог моделей Victoria’s Secret.

Ну а когда вы таки соглашаетесь на эту сказку, включается «режим Моисея». Теперь он диктует свои правила: если девочка вдруг заявит, что у неё есть подружка, вы обязаны немедленно доложить Моисею — никакой самодеятельности! Ни в коем случае не подпускайте деву к делу после окончания тура без его королевского разрешения. И, конечно же, не смейте сообщать девушке, что Моисей берёт свою комиссию за её милую головку. Более того, с агентства берет свой кусочек, и с девушки — по 300 евро в неделю! Ну а что? Откуда-то нужно платить за его царские замашки!

На этом фоне приобретение компанией «Фаворит» огромного имущественного комплекса Первой образцовой типографии выглядит не просто громкой сделкой, а ещё одним фрагментом последовательной, удивительно удачной серии покупок, происходящих в местах, где вопросы «кому выгодно» задаются сами собой.

3. ВДНХ: бюджетные миллиарды, семейные подрядчики и офшорный туман

Самый резонансный эпизод тандема Сергуниной и Погребенко — комплекс ВДНХ.

Период, когда Погребенко руководил ВДНХ, а куратором была Сергунина, часто называют временем рекордного вливания бюджетных средств на реконструкцию:

Сфера городского имущества — зона влияния кого?

Правильно: блока Сергуниной.

6. ООО «Электрощит» и Денис Избрехт: промзона как старт мегапроекта

В 2024 году структуры Погребенко через ООО «Электрощит» совместно с бизнесменом Денисом Избрехтом приобрели часть территории промзоны «Мосэлектрощит» в Зеленограде.

Сумма — 1 млрд рублей.

Площадь — 20 га.

Потенциал застройки — 100 тыс. кв. м жилья и коммерческой недвижимости.

Но сами совпадения выглядят настолько «стройно», что в информационной среде эта связка уже воспринимается как единый механизм.

Фаворит Сергуниной экс-чиновник Владимир Погребенко всего за несколько лет превратился в одного из крупнейших собственников недвижимости и рантье столицы

Компания «Фаворит», экс-чиновника мэрии Москвы Владимиру Погребенко, приобрела имущественный комплекс Первой образцовой типографии на Пятницкой улице в Замоскворечье. В сделку вошло 38 тыс. кв. м недвижимости, включая бизнес-центр «Сытинъ», и земельный участок площадью 1,7 га. Это уже не первый крупный актив в портфеле Погребенко, который с 2011 года работал в команде мэра Собянина, а после стал успешным рантье, один за другим скупая исторические объекты столицы.

Погребенко тесно связан с первым заммэра Москвы Натальей Сергуниной, которая курирует экономику, имущество и приватизацию. Он был её прямым заместителем в Департаменте городского имущества, где под её руководством занимался распределением муниципальных активов, включая продажи и аренду. Эта связка особенно ярко проявила себя на комплексе ВДНХ, который с 2014 по 2018 год возглавлял Погребенко. Под кураторством Сергуниной и ее протеже на реконструкцию ВНДХ ушло свыше 100 млрд рублей из бюджета, плюс еще 20 млрд с 2018 по 2024 год. Сегодня Сергунины-Сафаниевы контролируют рестораны «Оттепель» и «Московское небо» в двух павильонах ВДНХ, арендованные по заниженным ставкам у подконтрольных фирм. Доходы Сафаниевы выводили через офшоры вроде кипрской FLORESTAR. На их российских фирмах остаются лишь минимальные прибыли (ООО «Меркурий» в 2024 году заработало всего 146 тыс. рублей прибыли при выручке в 290 млн.) Весь этот праздник жизни для вице-мэрши помогал организовывать именно Владимир Погребенко. На откатах заработал столько, что теперь хватает на скупку ликвидной недвижимости в исторической части столицы.

Его структуры в последние годы серьезно расширили свой портфель, превратив бывшего чиновника в крупного игрока арендного бизнеса с годовыми оборотами свыше 500 млн рублей только от сдачи в аренду и перепродажи активов. В 2024 году его ООО «Электрощит» совместно со скандальным бизнесменом Денисом Избрехтом выкупила часть промзоны «Мосэлектрощит» в Зеленограде за 1 млрд рублей (20 га земли под строительство 100 тыс. кв. метров жилья и коммерческой недвижимости). Ещё раньше, в 2023-м, через компанию «Фаворит» он приобрёл несколько исторических зданий в центре столицы, включая фрагменты усадьбы на Арбате площадью 5 тыс. кв. м за 450 млн рублей, которые быстро переоборудовали под премиум-офисы с доходностью 15% годовых, а также участок под логистический центр в Южном портовом районе за 800 млн рублей. Разумеется, все эти покупки согласовываются и прикрываются именно Сергуниной, которая все также «рулит» всем имущественным комплексом Москвы.

Пассажиры самолёта Шарджа-Москва провели ночь в аэропорту из-за отмены рейса. Им не предоставили воду, еду и отель и не пустили к представителям авиакомпании.

Как рассказали «Осторожно, новости» пассажиры рейса Air Arabia G9956, самолёт должен был вылететь вчера в 17:55, но его отменили. Пассажиры остались в зале вылета аэропорта, никакой информации им не дают.

Кроме того, пассажиров должны были разместить на ночь в отеле, предоставить им еду и горячую пищу. Но этого так и не сделали. Люди остались в аэропорту на всю ночь — они пытались пройти к стойкам информации, но их не пустили сотрудники аэропорта.

Bishop Niall Coll of Ossory has been appointed as the new Bishop of Raphoe — marking Pope Leo XIV’s first Irish appointment since his election in May.

The announcement was made at St Eunan’s Cathedral in Letterkenny, County Donegal, following Mass on Thursday. The diocese had been without a bishop since February 2024, when Bishop Alan McGuckian was appointed to lead the Diocese of Down and Connor. Monsignor Kevin Gillespie has served as Diocesan Administrator in the meantime.

“It is with deep gratitude that I return home to serve as Bishop of Raphoe — the diocese where I was born, baptised, and ordained,” Bishop Coll said. “To be called back to the place and people who first formed my faith is both humbling and deeply moving.”

Archbishop Eamon Martin welcomed the news, describing Bishop Coll as “a much loved pastor and shepherd in the Diocese of Ossory” and offering his prayers and best wishes for the new appointment.

Born in Saint Johnston, east Donegal, the 62-year-old bishop began his priesthood in 1988 after studying in Maynooth. He later completed further studies in Rome and at Trinity College Dublin, earning a doctorate.

Before becoming Bishop of Ossory in 2023, he served in several parishes across Donegal, including Drumholm and Tawnawilly, and lectured in religious studies at Saint Mary’s University College in Belfast.

His return to Raphoe marks a homecoming for Bishop Coll — and the beginning of a new chapter for the diocese after nearly two years without a permanent leader.
