1. Choose your base (picture) and crop it to 100 x 100.

2. Make a new layer and fill it with #141d29 and set it to exclusion
70%



3.  Make a new layer and fill it with #47acc2 and set it to
softlight 100%

4. Duplicate base and bring it to the
top and set it to softlight 100%

5.  Go to layer >> New adjustment layer >> Selective color.
