Insurgency in the North-East India |
No other insurgency-linked killing has been reported from the State in 2018 so far . Manipur was the second most violent state in the country behind Jammu and Kashmir. Still, neither Manipur, nor the northeast, has figured prominently in the policymaking of the national leaders. For instance, fencing the 4,095 kilometer long Indo-Bangladesh border, pitted as the solution to the problems of cross-border militancy as well as illegal migration, has progressed at a tardy pace. In the oil-rich Assam, militants have periodically targeted oil and gas pipelines for sabotage, alleging that India is exploiting the natural resources of the state. In Tripura, national projects — such as the extension of the rail lines — have either been stalled or have moved with a tardy pace after militants attacked the construction sites and abducted workers.
Some security officials still say the insurgency has not been uprooted in Tripura completely and even in 2021 security forces were attacked. The anti-insurgency- specialised Assam Rifles run by the Central government dwelt on the strategy for swift area domination and also psychological operations and welfare works in tribal hubs. The Tripura model of counter-insurgency operations included involvement of local police officials, giving a key role to the specialised Tripura Rifles and good coordination with Assam Rifles paramilitary forces. The Governor said that outfits are hampering the implementation of the developmental works. There was considerable public support for repeal of the AFSPA, particularly in areas that experienced a significant decrease in insurgent attacks.
Through the HALC, theHynniewtreps were represented by present-day Khasis and Jaintias; and they allied with the Achiks in their common struggle against theDhkars. However, this unity did not last long due to several conflicts of interests between Khasis and Jaintias on one hand, and the Garos on the other. Finally, the HALC split into the Achik Matgrik Liberation Army and the Hynniewtrep National Liberation Council formed of the joint Systeng-Khasi alliance. The HNLC and the ANVC continued to clash because each had conflicting objectives on how to constitute Meghalaya.
Till eight years ago, the entire northeast was only known for bandhs, strikes, bomb blasts and firing, and the people of the region could not live peacefully due to the activities of different militant groups. Meghalaya continued to be affected by Garo Militancy which dominates the insurgency scenario. On 9 August 2012, security forces arrested 5 GNLA separatists in Resubelpara, North Garo Hills district, as the militants were extorting money from a local citizen.
Discrimination occurred in the informal sector with respect to Dalits, indigenous persons, and persons with disabilities. Legal protections are the same for all, but gender discrimination with respect to wages was prevalent. Foreign migrant workers were largely undocumented and typically did not enjoy the legal protection available to workers who are nationals of the country. Employers engaged children in forced or indentured labor as domestic servants and beggars, as well as in quarrying, brick kilns, rice mills, silk-thread production, and textile embroidery.
It is thus pertinent to examine whether conflict resolution initiatives need to be persevered with or should be jettisoned in favour of greater reliance on the force option. For several political and civil society groups in the state, it is has become imperative that such illegal migration be stopped or regulated to manageable levels, not only from Bangladesh but also from the Mankachar Circle in the Dhubri District of Assam. The mountainous terrain and the thick forest cover between Meghalaya and Bangladesh have also provided insurgents with an easy gateway in and out of India, and has allowed the smuggling of arms and narcotics to continue.

The tribal-non tribal relationship is very sensitive and issues of joblessness etc keep visiting people's mind.
If country goes by the JNU thought process, each ethnic/tribal group should have total autonomy/state/country and with this process perhaps we will end up having more states in the Northeast than the 565 princely states country had at the time of independence. The law allows family members and lawyers to visit national security detainees and requires authorities to inform a detainee of the grounds for detention within five days, or 10 to 15 days in exceptional circumstances. Despite the dip in insurgent violence, Meghalaya continues to struggle to find lasting solutions for its security and societal issues. The hurdles faced by the State on the infrastructure and security fronts remain unresolved, and the absence of a sustainable solution to various insurgent movements continues to haunt the state. Additional security steps such as finishing the fencing along the Indo-Bangladesh Border and better border management are some of the pre-requisites to mitigate the residual threat of insurgency in the State. The civil unrest regarding immigration is also likely to continue, with the Government unlikely to meet the demands of the agitators.
