Insurgency in Meghalaya

Now, of course the onus is on the BJP leadership both in the state and in the Centre. Other factors included panchayat-level electoral success of the CPI-M and of course the media management and successful propaganda mechanism. Anyone with little knowledge of communist culture either in Kerala or West Bengal would easily appreciate these factors. In Tripura, the erstwhile Marxists regime under Manik Sarkar deserves praise for fighting insurgency, The CPI-M led Left Front had come to power in 1993 and ruled the state till March 2018, when the BJP could oust the communists. This is the catch, and a very crucial message for ivory tower experts among bureaucrats, politicians and even intellectuals who often run the risk of encompassing the entire region as one unit.



As soon as the opposition forces come to power, they stage a surrender making drama with much fanfare by granting amnesty to all militant activists along with provisions for economic rehabilitation. The Jammu and Kashmir commission does not have the authority to investigate alleged human rights violations committed by members of paramilitary security forces. The NHRC has jurisdiction over all human rights violations, except in certain cases involving the army. The NHRC has authority to investigate cases of human rights violations committed by Ministry of Home Affairs paramilitary forces operating under the AFSPA in the northeast states and in the state of Jammu and Kashmir. Authorities permitted prisoners to register complaints with state and national human rights commissions, but the authority of the commissions extended only to recommending that authorities redress grievances.
But this could be a distant dream with hyper religious polarisation over the usage of loudspeakers, reciting Hanuman Chalisa or demolishing places of worship of Hindus or Muslims that are being sadly witnessed these days blasted 24x7 on all the national TV channels. Like Southern Indian states, Northeastern states also resent Hindi imposition on the masses. To name a few, Mary Kom, Dinko Singh, Kunjarani Devi, Sarita Devi, Sanjita Chanu, Devendro Singh, Mirabai Chanu, etc brought international glory to our country. India played the first-ever Football World Cup in the under 17 World Cup with 8 players from Manipur and 1 from Mizoram. In 1999, Manipur held the National games and managed to produce many quality players. Hima Das shocked the world by winning the 400m race in the 2018 Asian Games in Jakarta, Indonesia.

Since the dawn of Independence, parts of the North-East have been subject to various insurgency movements. The Naga insurgency dominated the 1950s decade while Meitei militancy raised its head in the 1960s in Manipur. Surges of insurgency followed in Mizoram, Assam, Tripura, and Meghalaya with parts of Arunachal Pradesh being the most recently affected.
Widely distributed private satellite television provided competition for Doordarshan, the government-owned television network. There have been some accusations of political interference in the state-owned broadcasters. On August 15, the Chief Minister of Tripura, Manik Sarkar, alleged that Doordarshan and AIR refused to broadcast his Independence Day remarks. State governments banned the import or sale of some books due to material government censors deemed inflammatory or could provoke communal or religious tensions. Bala was arrested for posting a cartoon critical of Tamil Nadu Chief Minister Edappadi K. Palaniswami and other state government officials on his Facebook page. Bala’s cartoon suggested officials were preoccupied with enriching themselves rather than addressing the problems of citizens.

The abject backwardness of tribals living in scheduled areas starkly contrasts with the better socio-economic and political development of tribals living outside the scheduled areas and within mainstream society. No estimates exist regarding the fatalities in militancy-related violence during the pre-1992 period in the northeast. According to the Indian Ministry of Home Affairs, from 1992 to 2015 over 15,600 fatalities have been reported from each of these states, though the actual number is believed to be much more. Even as there were signs that there has been some improvement in the insurgency situation in the North East, with the level of violence declining and some insurgent groups showing signs of battle-fatigue, a sudden resurgence of insurgency in the region is turning out to be a cause of concern. Indeed, even the Indian home minister who had earlier expressed optimism about the security scenario in the North East had to admit during a press briefing on 6 July 2011 that the level of violence in the region has gone up. The former Chief Minister was speaking at the sidelines of the candlelight vigil organized by the party in solidarity with the bereaved family members of the 13 civilians who were killed by Indian Armed forces in Mon district of Nagaland.
On 25 November 2014, authorities arrested ACAK commander William A Sangma along with a fellow guerrilla in the Tirupur district of Tamil Nadu. On 2 April 2014, the UALA, ASAK, LAEF, ANLCA and ANCA militant factions united under the name of A’chik Revolutionary Front, the group aims to create a separate Garoland State in the Garo Hills area. On 23 July 2004, ANVC signed an extended ceasefire agreement with the Indian government, while maintaining low level activity.

The law hindered transparency and accountability with regard to electronic surveillance. According to a government report quoting NCRB provisional data for 2016, Minister of State for Home Affairs Ahir cited 30 registered cases in violation of the law in 2016 compared with nine in 2015. The government continued efforts to reduce lengthy detentions and alleviate prison overcrowding by using “fast track” courts, which specified trial deadlines, provided directions for case management, and encouraged the use of bail. Some NGOs criticized these courts for failing to uphold due process and requiring detainees unable to afford bail remain in detention.
Some women reportedly were pressured to have tubal ligations, hysterectomies, or other forms of sterilization because of the payment structures for health workers and insurance payments for private facilities. In September 2016 the Supreme Court ordered the closure of all sterilization camps within three years. In a case of suspected honor killing in Telangana, police found a lower-caste Dalit man M. Dalit rights organizations rejected the police contention that it was a case of suicide and asserted the family members of an upper-caste girl were involved in his death. On April 6, the Hyderabad High Court ordered another autopsy on the body following protests and allegations that a local member of parliament was involved in a cover-up operation. On June 26, the Supreme Court sought responses from the national government and the states of Gujarat, Maharashtra, Rajasthan, and Delhi following a public interest litigation petition seeking a ban on FGM/C.

The ideological motivations have worn off many groups, who instead engage in criminal enterprise, often partnering with related ethnic armed groups in Burma. India has quelled many of the most violent insurgencies, yet others continue to simmer. For example, New Delhi is engaged in peace talks to end its longest-running rebellion, fought in Nagaland since 1953, but efforts to extinguish Naga resistance are hindered by the existence of over a dozen Naga splinter factions.
According to Freedom House, internet freedom declined slightly in 2016, offsetting gains made in 2014 and 2015. The NGO reported the number of network shutdowns ordered by local authorities increased. The report documented incidents of physical attacks on internet users for content posted online and stated at least 17 individuals were arrested for information circulated on WhatsApp, including group administrators based on content shared by other group members. The National Security Act allows police to detain persons considered security risks anywhere in the country, except the state of Jammu and Kashmir, without charge or trial for as long as one year.
