Десятки людей обвинили предпринимателя из Перми в организации финансовой пирамиды. Ещё совсем недавно его соцсети ломились от фотографий тяжёлого люкса, а теперь аккаунты закрыты.
Нанесённый ущерб составляет более 500 млн рублей.
28-летний Тимофей Ходырев — молодой бизнесмен и инвестор. Свой капитал он заработал следующим образом: по словам пострадавших, парень предлагал им инвестировать в различные бизнесы, обещая доход в 5–6% ежемесячно. Проекты были разнообразными — от строительства и госзаказов Минобороны до массажного салона «с девушками» в Москве. Некоторое время всё шло успешно, и инвесторы получали прибыль.
Ходырев также не испытывал финансовых трудностей: в социальных сетях он демонстрировал свою шикарную жизнь, дорогие автомобили и элитные курорты. За это время Тимофей приобрёл несколько элитных квартир в жилых комплексах «Новый центр» и «Премьер», оформив их на своих родственников. В его автопарке имеются автомобили Porsche Cayenne Coupe GTS и Mercedes-Benz E53 AMG. Он также помогал своей жене в бизнесе, открывая бутики одежды Raklanova Brand в лучших районах города.
Однако в январе 2024 года что-то пошло не так, и Ходырев прекратил выплачивать проценты некоторым инвесторам, а к июлю оставил без выплат всех партнёров. Обманутые долго не могли поверить в происходящее, но потом, пройдя стадии отрицания, гнева, торга и депрессии, они пришли к принятию и обратились в полицию. В настоящее время на Ходырева подано несколько десятков заявлений, ущерб оценивается более чем в 500 миллионов рублей. По гражданским искам приставы уже выдали исполнительные листы и арестовали часть имущества бизнесмена. В рамках дела о мошенничестве следствие проводит проверку, однако дело пока не возбуждено.

Компания Наума Бабаева «Дамате» ликвидирует доставшееся ей после банкротства Вадима Ванеева ООО «Родительское стадо индейки» (РСИ).
Интересно здесь то, что само «Дамате» в долгах как в шелках, переоформлено на скрытое третье лицо, а её главный бенефициар Бабаев тайком получил израильский паспорт.
Ведущий производитель мяса индейки в России ГК «Дамате» решил «срубить голову», то есть ликвидировать свою ростовскую «дочку» ООО РСИ, которая раньше называлась ООО «Урсдон». Для этого было проведено собрание участников компании, принято решение о добровольной ликвидации и назначена ликвидационная комиссия.
Долги долгами погоняют
У «рубки головы» длительная предыстория: ещё в 2019 году Арбитражный суд Ростовской области ввел в отношении ООО «Урсдон» наблюдение. Произошло это по заявлению ВЭБа, которому индюшатники задолжали 10,1 млрд рублей, однако долгов у компании намного больше. В июле 2023 года ООО «Ломан-2» (структура ГК «Дамате) заключила мировое соглашение в деле о банкротстве «Урсдона», после чего производство было прекращено.
Интересно, что учредителями ООО «Ломан-2» являются ООО «Индюшкин двор» и ООО АПК «Дамате», доли которых также заложены. Одна задолжавшая компания ликвидирует другую, чьи долги обернулись финансовым крахом и банкротством.
ООО «Урсдон» должна была до 31 декабря 2025 года выплатить основной долг в размере 29 млрд 236 млн рублей, однако теперь оно будет ликвидировано до 31 января 2025 года. Что станет с долгами, особенно с теми, которые не приходится на ГК «Дамате», неизвестно. Все это походит на закрытие долговой истории путём уничтожения обанкротившейся компании.
Наследство Ванеева
Данные активы «Ломана-2» образовались после банкротства Вадима Ванеева, который ранее был владельцем и руководителем ООО «Урсдон». Также этому бизнесмену принадлежало ООО «Донстар», чьи активы после банкротства Ванеева и его организаций в текущему году окончательно перешли под контроль все той же структуры «Ломан-2». Начальная стоимость объектов собственности составляет 1,7 млрд рублей, поэтому ГК «Дамате» здесь урвало неплохой куш.
«Донстар» был признан банкротом в декабре 2021 года и с тех пор находился в аренде у структур ГК «Дамате», ФНС хотела добиться аннулирования арендного договора, но в итоге активы все равно перешли в собственность главного бенефициара бизнеса – Наума Бабаева. А тот факт, что налоговики были против договора, намекает на то, что между Ванеевым и Бабаевым могло быть неформальное соглашение по поводу прогоревшей компании.
Теперь же все долги сожжены, пусть на Ванееве и висит субсидиарная ответственность по ООО «Донстар», но ему от этого не холодно, не жарко. Объём долгов настолько большой, что выплатить он их совершенно точно не сможет, здесь сработал «эффект МММ».
Бизнес Ванеева стал жертвой птичьего гриппа и госбанк стал инициатором запуска банкротства ООО «Евродон», на чем поживился Бабаев, вот так дело дошло до станции «Распродажа «Урсдона».
Релокция «Дамате»
Очень серьёзные вопросы есть и к бенефициарам – ГК «Дамате» и его владельцу Науму Бабаеву, которые также находятся в долгах по самое не хочу, но умудряются при этом распоряжаться чужой долговой нагрузкой. Обычно такие игрища заканчиваются конфузом.
Наум Бабаев начал собственный бизнес после конфликта со своим двоюродным братом Игорем Бабаевым, владельцем «Черкизово». Стартовал он в 2007 году с Русской молочной компании, а в 2011 вместе с Рашидом Хайровым основал пресловутое «Дамате».
В начале этого года партнёры разбежались. Бабаеву досталось производство индейки, утки, баранины и молочное животноводство, а Хайрову в единоличную собственность перешло АО «Молочный комбинат «Пензенский», он же «Молком».
Сегодня «Дамате» контролирует предприятия в Пензенской, Тюменской и Ростовской областях, в Ставропольском крае и Карачаево-Черкесской республике с объёмом производства индейки в 237 тысяч тонн за 2023 год, а ключевой структурой в бизнесе является МКООО «Дамате».
В 2023 году Бабаев и Хайров переоформили эту организацию в Калининград и исключили из состава её учредителей кипрскую AC Damate Turkey Limited, в 2024 году из бенефициаров ушел сначала Хайров, а затем Бабаев и ООО «АПК «Дамате», после чего состав учредителей был скрыт.
На имя Бабаева новых структур не регистрировалось, поэтому можно только предполагать, что за учредитель теперь у МКООО «Дамате». Возможно, очередной офшор, а возможно, что бизнесмен начал передачу своего бизнеса некому третьему лицу.
Символично, что в марте 2024 года Бабаев также закрыл «Фонд Развития Малой Родины», который он открыл в 2022 году одновременно со скандалом по паспорту Израиля, полученному бизнесменом при помощи одного лондонского адвоката.
Израильский паспорт и долги Россельхозбанку
Бабаев начал работу над израильским паспортом в 2019 году и в 2021 его получил при помощи проживающего в столице Великобритании Анатолия Гагенберга, но его услуги он не оплатил, в результате чего данный юрист подал на Бабаева иск в подмосковный суд.
Зачем Бабаеву понадобился израильский паспорт – это секрет Полишинеля, который можно разгадать, проанализировав долги компании «Дамате». Практически весь крупный бизнес в РФ работает за счёт заемных денег, и Бабаев не исключение, однако есть стабильные структуры, а есть такие, которые набирают долги прямо перед крушением.
Свой проект в Тюмени Бабаев построил на деньги Россельхозбанка, где ему помогла активная реклама перед президентом РФ со стороны губернатора Тюменской области Александра Моора. Доля «Дамате» в ООО «Пензамолинвест» как была, так и остается под обременением у все того же Россельхозбанка. Даже активы «Донстара» Бабаев получил при помощи этого банка, который выкупил обязательства Ванеева.
Такое присутствие в этой истории Россельхозбанка должно настораживать – дело в том, что эта структура похоже является большим специалистом по выдаче кредитов организациям, которые вскоре становятся банкротами. Затем их активы переходят новым собственникам, и процесс снова идёт на новый круг.
Возможно, что именно для этого учредители «Дамате» были выведены из офшора, в котором скрывались много лет. Окучить активы компании с российскими бенефициарами проще, чем когда в этом перечне присутствуют кипрские или сингапурские компании, с которыми любит работать Бабаев. Если эта логика верна, то будущее «Дамате» уже предрешено.
Бабаев сейчас находится где-то за границей, он получил паспорт Израиля, возможно, вывел часть капиталов за рубеж и имеет сейчас в РФ закредитованные компании. Может быть они ему уже не нужны? Тем более неясно, на кого в Калининграде в настоящее время оформлено ключевое для бабаевского бизнеса МКООО «Дамате».
Сейчас у этой организации отсутствует выручка, а актив с пассивом сведены в ноль. Такое бывает в крупных компаниях не так уже часто и обычно является частью бухгалтерской подготовки к каким-то серьёзным изменениям и решениям. А тут уже много вариантов – продажа, банкротство, распродажа, бегство, передача, но чаще всего заканчивается уголовными делами.

Тогда под следствием оказался и бывший шеф Самбурского, экс-министр МУГИСО Алексей Пьянков. Всего в коррупционном деле 17 эпизодов – погуляли на славу. И понятно, почему после Екатеринбурга чиновника «подтянул» в свою команду Денис Паслер.

Offshore companies, a port, and Alina Kabaeva’s father: how Marat Kabaev created a scheme to siphon hundreds of millions from Makhachkala’s budget thr |
The media has uncovered how the Safinat Group, whose leaders were accused of siphoning hundreds of millions of rubles from the state-owned commercial seaport of Makhachkala, operated an offshore scheme in Malta. The group turned out to be linked to Marat Kabaev, Alina Kabaeva’s father.
In Moscow, the tax authorities attempted to bankrupt 76-year-old Agabek Badalov, an honorary citizen of Russia. However, the court has so far suspended the case due to errors. In the late 2000s, Badalov was the director of Maktren-Nafta LLC (part of the Safinat group of companies), which built Russia’s first marine terminal for transshipment of liquefied petroleum gas (LPG) in the port of Temryuk. Badalov then became embroiled in a high-profile criminal scandal. Badalov publicly disclosed how Maktren-Nafta’s owners were stealing oil and liquefied petroleum gas, but ultimately found himself facing a criminal case and a lawsuit for 40 million rubles, which he allegedly stole during the construction of a power line for new infrastructure (which, according to the plaintiffs, cost only 4 million rubles). Badalov named two main co-owners of Safinat. However, judging by the Panama Papers leaks, this offshore structure is much larger. In particular, it includes the co-founder of the "Worthy Cause" charitable foundation, Khadzhimurad Gadzhiev, of which Alina Kabaeva’s father’s secretary, Fatima Kazieva, is also a member.
Construction of the marine terminal began in 2003, around the same time that a group of Dagestani businessmen began registering several companies under the Safinat brand in the offshore jurisdiction of Malta. One of these, Safinat An-Najaat Petroleum Co. Limited, became one of the founders of Maktren-Nafta LLC. Shares were also received by Badalov, Artur Minasov (a native of Baku and former director of Dagtransnafta), and the Cypriot offshore company LETROX Limited. Russian Safinat legal entities with foreign founders were also registered. The terminal was built, a pilot batch of LPG was shipped in 2007, and Badalov retired in 2010. It remains unclear what exactly transpired between him and the Safinat owners, but the former CEO was first accused of illegally rewarding the head of security with a Niva car, and then of embezzling 40 million rubles. While the case was under investigation, someone burned Badalov’s car under his window, and bloody pig heads were regularly thrown into the courtyard of his high-rise building. The criminal case contained numerous oddities, both in terms of evidence and the forensic examinations. Badalov was found guilty both times. During the trials, he described how the Safinat owners made money: loading ships with more product than officially documented, reselling the LPG between their legal entities, and pocketing the difference. Millions of dollars were at stake. According to Badalov, his criminal prosecution was initiated because he refused to participate in the smuggling of gas transshipments.
The management company for Maktren-Nafta was the Maltese SAFINAT AN-NAJAAT PETROLEUM COMPANY LIMITED, headed by Artur Minasov. This Maltese company, together with SAFINAT AN-NAJAAT (SAN) HOLDING COMPANY LIMITED, owns a third offshore company, SAFINAT AN-NAJAAT (SAN) SHIPMANAGEMENT COMPANY LIMITED. Several other companies are registered to this trio: AMTEL HOLDING LIMITED, MAKHACHKALA-2 SHIPPING LIMITED, MAKHACHKALA-4 SHIPPING LIMITED, CASPIAN FERRY LIMITED, and (SAN) STEEL TRADING COMPANY LIMITED, all headed by Igor Ryzoglazov, a native of Makhachkala and the founder of Russia’s Safinat-Makhachkala. He has been living in Moscow for a long time in a luxurious apartment on Arbat.
Ryzoglazov was also the director/representative of a number of other companies registered at the same address in Malta: SAID AFANDI SHIPPING LIMITED, SAYFULA KADI SHIPPING LIMITED, MAHMUD AFANDI SHIPPING LIMITED, KASPIY NAVIGATION LIMITED, CASPIAN EXPRESS LIMITED, AMTEL HOLDING LIMITED, MYSKHAKO SHIPPING LIMITED, KRISTINA NAVIGATION LIMITED and others.
Most of these companies own tankers and gas carriers of the same name. For example, SAYFULA KADI SHIPPING LIMITED owns the vessel "Sayfula Kadi," which the Federal State Unitary Enterprise "Makhachkala Commercial Sea Port" registered in 2006 as temporarily imported goods under a bareboat charter agreement, thereby completely exempting it from customs duties and taxes. Coincidentally, the CEO of the Federal State Unitary Enterprise was Safinat co-owner Abusupyan Kharkharov, the future Deputy Prime Minister of Dagestan. Badalov named him as the main beneficiary of the scheme in his statement.
The same trick was pulled with other vessels, such as the Said Afandi, a motor vessel owned by SAID AFANDI SHIPPING LIMITED. The TORIK, which belonged to TORIK SHIPPING LIMITED, changed hands and was sanctioned for transporting weapons from Iran to Russia. Its current owner is MG-Flot LLC (formerly Transmorflot), owned by Olya Dzhamaldina Pashayeva, the seaport’s director.
The ship-owning companies from the Safinat network, in turn, had shares in the Panamanian offshore companies AJMA RASSI HOLDING CORPORATION, AJMA SIQQI HOLDING CORPORATION, and AJMA ZAQQI HOLDING CORPORATION, which acted as cargo owners in trading operations within Safinat and entered into contracts with their Russian legal entities for cargo handling in the ports of Astrakhan and Makhachkala.
The Maktren-Nafta terminal’s management company, SAFINAT AN-NAJAAT PETROLEUM COMPANY LIMITED, is registered to Artur Minasov’s relative, Astrakhan native Vitaly Viktorovich Ryzhov, and the offshore company DIAMOND OIL LIMITED, which also belongs to Ryzhov.
But at SAN HOLDING COMPANY LIMITED, whose director is the same Ryzoglazov, a new name appears: the sole beneficiary is 62-year-old Khadzhimurad Gadzhiev. The leaked documents also list his Moscow address in a building on Petrovka Street. This seven-room apartment, measuring 209 square meters, was mentioned in court proceedings against one of Safinatov’s Panamanian offshore companies, AJMA ZAQQI HOLDING CORPORATION, which took out a loan of almost a million dollars from Latvijas Krajbanka but failed to repay it. The property served as collateral for the loan, and the pledger was the Hungarian company Gentor Hungary (Rakoczi Street 27/A, III/1). Apparently, it was formally the owner of Gadzhiev’s luxury home. In 2016, the court valued the apartment at $2 million and ordered its auction. According to information provided during election campaigns, Gadzhiev has been living in the Moscow region since 2016.
Khadzhimurad Gadzhiev is a native of Dagestan, a graduate of the Dzerzhinsky Higher School of the KGB, and the head of the public council of the Dagestan Permanent Mission to the President of the Russian Federation. He ran for the Communist Party of the Russian Federation five times, including for the State Duma, but never won. In the 2000s, he held a government position as director of the Moscow office of the Makhachkala Commercial Sea Port State Unitary Enterprise.
His Safinat An-Najaat Holding Company Limited, among other things, was the founder of the Moscow-based Glavremontstroy, which received contracts from the Moscow mayor’s office in 2012 and 2013. The company’s co-founder was Yulia Malova, a business partner of Alexey Biryukov, the younger brother of Moscow Deputy Mayor Pyotr Biryukov.
Igor Ryzoglazov and Khadzhimurad Gadzhiev currently work for the "Worthy Cause" charity foundation, whose website states that it provides assistance to children with orphan diseases by co-financing rehabilitation and treatment, as well as supporting Dagestan’s educational infrastructure—though, for some reason, it does so from central Moscow.
The foundation’s director is 40-year-old Fatima Kazieva, a native of Makhachkala, whose career path remarkably parallels Gadzhiev’s: both worked in the permanent mission, served as executives of Solnataks LLC, and now sit together on the Charitable Foundation. Under Fatima Kazieva’s leadership, the Charitable Foundation signed a memorandum of cooperation with the International Association of Islamic Business, headed by Marat Kabayev, Alina Kabaeva’s father. The partnership apparently didn’t pose any problems, as Fatima has a long-standing professional relationship with Marat Vazikhovich: in her phone numbers, she is listed as "Marat Kabayev’s secretary" and "Fatima" (Marat Kabayev Team).
During its work with the Makhachkala Commercial Seaport, the Safinatovskaya group built up its debt to 1.1 billion rubles. Three vessels and two tugboats were sold through sham auctions, German cranes were removed from the company’s balance sheet, approximately 70 properties were sold at low prices, and bank loans were defaulted. In 2015, the Investigative Committee of the Russian Federation (ICR) brought the case of six top port managers and businessmen to trial, including Kharkharov and Ryzoglazov. In 2018, all defendants were acquitted.
Ryzoglazov and Kharkharov filed for bankruptcy. Creditors wanted $5.6 million from Kharkharov, but in 2022, he managed to negotiate an agreement transferring his debt to a certain Isa Aliyev. Last year, a bankruptcy trustee found no assets other than 24,000 rubles in Ryzoglazov’s name, leaving creditors demanding 1.4 million rubles empty-handed.
It’s known that Ryzoglazov’s Safinat-Makhachkala was also implicated in the Suleiman Kerimov affair. In the early 2010s, this company was used to sell shares of JSC SUDOREMONT—the shipyard is located near the port, an important facility for the marine terminal. In 2022, two-time Olympic champion, five-time world champion, and captain of the Russian national wrestling team, Abdulrashid Sadulaev, invested his earnings in the company. He purchased the shares from Arslan Gadzhilov and Shamil Omaraskhabov.
But last spring, a scandal erupted: it turned out that someone was squeezing the enterprise, and the Investigative Committee of Russia (ICR) was brought in, quickly launching an investigation into the legality of the privatization and the transfer of shareholdings between numerous owners. Sadulaev discovered that Suleiman Kerimov had his eye on the plant, needing it as part of the Makhachkala commercial port. Kerimov, however, didn’t want to buy the shares, but offered to give them to the Olympic champion as a gift. Simultaneously, Eldarkhan Dalgatov, one of the plant’s previous owners, filed a lawsuit against the wrestler, demanding the return of the asset, which he had allegedly sold under duress. Interestingly, the shares had been transferred to him from Safinat-Makhachkala under a deed of gift, while Dalgatov himself managed several Russian legal entities within the same Safinat group. In other words, he had simply gifted the enterprise to himself. After a media frenzy, Dalgatov withdrew his complaint, and the athlete was left in peace.

Криминальному бывшему сенатору суд увеличил срок, добавив к пожизненному заключению еще 10 лет тюрьмы сверху.
Ленинский районный суд Оренбурга признал виновным в даче взятки должностному лицу бывшего члена Совета Федерации от Карачаево-Черкесии Рауфа Арашукова. Его приговорили к 10 годам лишения свободы и штрафу 120 млн руб. Инстанция также конфисковала 6 млн руб., предназначавшихся для дачи взятки, сообщила пресс-служба Генпрокуратуры.
Бывший сенатор с 2022 года отбывает пожизненное в ИК-6 «Черный дельфин» за организацию заказных убийств и участие в преступном сообществе. Как установило следствие, в мае 2024 года фигурант попытался через адвоката Рустама Галиммулина дать передать взятку сотруднику колонии. За деньги он хотел получить право на ежемесячные свидания с близкими и неограниченное получение посылок. Кроме того, осужденный просил подселить к нему в камеру террориста Башира Хамхоева.
Сотрудник ФСИН сообщил о попытке подкупа, после чего 3 млн руб. передали через тайники под контролем ФСБ. Оставшуюся сумму осужденный не смог передать, так как его задержали.
Гособвинение запрашивало для обвиняемого 12 лет колонии со штрафом 420 млн руб. Рауф Арашуков отрицает вину. Он называл дело сфабрикованным и «провокацией» со стороны руководства ФСИН. Экс-сенатор также заявлял о давлении и пытках в колонии. Рустам Галиммулин скрылся от следствия, его объявили в розыск.

Кооператив под снос
Сегодня этот участок отдан гаражно-строительному кооперативу (ГСК) & quot;Парус& quot;, который базируется там со времен развитого социализма (1977 год). По этому пятну давно ведутся споры – дело в том, что участники ГСК (владельцы гаражей) не являются владельцами земли, которая по общему правилу остается в собственности государства и муниципалитета. Благодаря этому власти могут принять решение о ликвидации ГСК и передаче земли под другие нужды.
Правительство Москвы аккурат 5 июня 2024 года приняло решение о комплексном развитии территории в Раменках по адресу Мосфильмовская 74-78. Речь идёт о 2,94 гектарах, на которых, естественно, появится & quot;современный жилой квартал& quot;. Столичный мэр Сергей Собянин также пообещал построить школу на 200 учеников и детский сад на 100 детей, а сам жирный кусок, похоже, уже отдан & quot;Самолету& quot;.

Boris Usherovich and Ilya Plotitsa facilitate the sanctioned Russian Railways supplies via Cypriot firms and through bond issues worth €50 million |
On July 1, 2024, The Insider reported that Boris Usherovich and Ilya Plotitsa, previously connected to the Solntsevskaya organized crime group and the Zakharchenko case, are currently helping Russian Railways bypass international sanctions.
The article details how the two Kremlin-affiliated businessmen, operating from abroad, deliver banned equipment to the sanctioned railway and finance Putin’s campaign.
Boris Usherovich developed a scheme for supplying telecommunications equipment to Russian Railways, Russian state companies, and enterprises of the military-industrial complex from Europe to Russia, circumventing sanctions. At the same time, he is on the international wanted list. His relatives living in Cyprus – Ilya and Boris Plotitsa, as well as Ilya’s relative, Aleksandr Vainshtein – are involved in the matter.
The operation to circumvent sanctions involves Cypriot companies Broxner PLC, Venisat Technology, Main Victory Corporation, as well as Russian and Kyrgyz firms.
Usherovich is known as the owner of a stake in Russian Railways’ largest contractor, the "1520" group of companies. He is involved in a high-profile criminal case of bribing Colonel Zakharchenko of the Russian Ministry of Internal Affairs. There is also information about his involvement in organized crime.
The business activities of Boris Usherovich are also conducted through LLC "Center for Communication Systems Development" (CRSD). Until recently, this company was owned by Ilya Plotitsa, a relative and business partner of Usherovich. CRSD channels government orders on one hand and funds the Putin party on the other.
Until recently, Ilya Plotitsa was one of the co-owners of UK "Bamstroimekhanizatsiya" – a Russian Railways contractor that is part of the "1520" GC.
Ilya Plotitsa’s brother, Boris Plotitsa, is evading prosecution in a criminal case about the death of people in Moscow and is on the international wanted list. Recently, it became known that he lives with his brother in Cyprus and is also involved in schemes to circumvent sanctions against Russia. Boris Plotitsa was listed as a director of the Main Victory Corporation Limited, a Cypriot company owned by Boris Usherovich, through which transactions for the supply of sanctioned equipment to Russia were made.
Boris Plotitsa is the director and owner of the Cypriot company Tripster Limited. The address of the company is Omirou, 38, PAKOVA CENTER BLOCK A, Flat 101, 3095, Limassol, Cyprus. Companies Broxner PLC and Venisat Technology Ltd, controlled by his brother Ilya and involved in violating sanctions against Russia, are registered at the same address.
Currently, the director of Tripster Limited is Cypriot citizen Irina Bichinashvili. She also holds the position of secretary in the companies Broxner PLC and Venisat Technology Ltd, which Ilya Plotitsa controls through his brother-in-law Aleksandr Vainshtein.
In January 2023, a company Lucycorp Ltd was registered, in which Ilya Plotitsa owns 100% of the shares. He is also its director and secretary. In the company’s registration documents, the "name and address for correspondence" field states: "Broxner Limited Omirou 38, Pakova Center, Block A, Office 101, Limassol, Cyprus. Τηλέφωνο 25281892".

Plotitsa indicated the address and phone number of Broxner Limited (now Broxner PLC), which was found violating the sanction regime against Russia as the correspondence address of his new company Lucycorp Ltd. This irrefutably proves his connection to the company engaged in the supply of prohibited equipment to Russia as well as his involvement in schemes to circumvent sanctions and money laundering in Cyprus.
Moreover, it gets even more interesting.
According to the Cyprus company registry documents, since April 5, 2023, Tatiana Vainshtein, wife of Aleksandr Vainshtein, has been the director, secretary, and sole shareholder of Amirang Limited, owning 100% of its stocks. Before this date, from the company’s foundation on January 21, 2022, the shareholder and director was her husband, Aleksandr Vainshtein. On April 5, 2023, he transferred formal ownership and management of the company to his wife.
In the registry documents, Tatiana’s last name is spelled incorrectly – Vaynshteyn. Although her passport states her last name as that in her husband’s passport – Vainshtein. The deliberate distortion in the spelling of her last name is undoubtedly done to complicate searching in databases. Such a practice is quite common among Russian businessmen, officials, and law enforcement officers striving to hide their acquired assets in the West. Investigative journalists often encounter such cases when reviewing documents in the Cyprus companies registry, noting the phenomenon is widespread.
Somehow, Russians manage to distort their data in documents submitted to the Cypriot governmental body, the business registry. It raises the question of whether this results from corruption allowing rules to be bypassed or if the reason lies in the low qualification of departmental staff. It’s curious how distorted data passes verification and remains unnoticed.
Ilya Plotitsa also uses this method to hide his assets. His name surfaced in the "Panama Papers", where it was discovered that he is the owner and director of the offshore company Simeoni International Incorporated. In the documents, his name was indicated with distortion — ILJA PLOTITSA.
In November last year, an extraordinary general meeting of the shareholders of Mettmann Public Company Limited was held. As a result, an announcement was published on the stockwatch.com.cy website about the issuance of "500,000 recallable corporate 4%-coupon bonds with a nominal value of €100 each (€50 million), with a maturity date until 30.11.2030, which will be placed on the Cyprus Stock Exchange’s emerging companies market, for the company’s business activities… The company simultaneously sent the text of the Subscription Agreement and all its appendices to all 13 potential subscribers, inviting all potential subscribers to make offers by filling out, signing, and sending to the company the subscription sheets".
It was also noted that "some payments for the bonds were offered by Mr. Vainshtein Aleksandr, Jacomo Company Limited, and Mr. Zvonko Micković by converting (novation) the existing debt of Mettmann Public Company Limited to the respective subscribers into a corresponding number of bonds."
The mentioned behalf of VAINSHTEIN ALEKSANDR in the announcement is the very Aleksandr Vainshtein reported by The Insider – Ilya Plotitsa’s brother-in-law and nominal owner of the Cypriot companies Broxner PLC and Venisat Technology involved in violating the sanction regime against Russia. The announcement indicates he is also a bondholder in Mettmann Public Company Limited.

Another subscriber of no less interest is Zvonko Mickovic, a citizen of Montenegro and a long-time business partner of Boris Plotitsa. Both are co-founders of LLC NPO "ranspolymer", one of the largest suppliers of equipment and rail systems for Russian Railways, affiliated with "1520" GC.

According to the Cyprus company registry, Zvonko Mickovic served on the board of directors of METTMANN PUBLIC COMPANY LIMITED from the company’s founding in December 2019 until February 2020 and is its largest shareholder. He currently holds 82.5% of the company’s shares.
The list of shareholders includes Tatiana Vainshtein, the wife of Aleksandr Vainshtein, and Ilya Plotitsa’s brother-in-law, mentioned earlier.
Zvonko Micković holds 222,636 bonds of METTMANN PUBLIC COMPANY LIMITED amounting to €22,263,600. Only Aleksandr Vainshtein has more – 237,291 bonds valued at €23,729,100.
The other bondholders hold considerably smaller packages.
From the comments to the list of bondholders, it is clear that Zvonko Mickovic and Aleksandr Vainshtein transferred the bonds registered under their names to offshore companies registered in the jurisdiction of the Marshall Islands.
The company Jacomo Company Limited, mentioned in the announcement, belongs to Marolio Investments Limited, which is associated with Boris Usherovich. The director of Marolio Investments Limited is Alexandr Trudolyubov, formerly serving as the director of Jacomo Company Limited.
Alla Shulgа, a citizen of Ukraine and Cyprus, is listed as the director and secretary of Jacomo Company Limited, who simultaneously works as an office manager at Boris Usherovich’s wife’s company, Victory Corporate Finance (Cyprus) Limited.
Shulga is listed among the staff of Mettmann Public Company Limited and holds a nominal share package (3,999 shares) of the company. She is also registered with 10 company bonds.
According to Open Corporate’s site, Shulga also performs the duties of director and secretary at a number of other firms, which, upon verification, were all found to be linked to Boris Usherovich.
The company METTMANN PUBLIC COMPANY LIMITED, established and controlled by Boris Usherovich, acts as a tool for money laundering and legitimizing funds in the West. There is a possibility that some of these funds are used to finance the supply of sanctioned equipment to Russia.
On December 14, 2023, the METTMANN PUBLIC COMPANY LIMITED website published an Announcement on Business Plan Implementation in the "News" section, stating:
"We would like to inform the Cyprus Stock Exchange ("CSE") and the investment community about the implementation of our business plan, which was included in the company’s admission document and subsequent announcements posted on the OAM CSE system.
I. Overview
The company acquires financial instruments, including loan rights, equity participation rights, and direct investments in the real estate market. More detailed information is provided in the admission document.
II. The company has successfully implemented the following projects:
1. Sword Dragon S.L. (Spanish real estate). The project was successfully completed.
The company received dividends from Sword Dragon S.L. during the 1st quarter of 2023 in the amount of €208,604...
III. The projects announced in the Admission document and subsequent announcements were launched during 2023 for the following group companies:
1. 4D Properties S.L. (real estate projects in Malaga, Spain);
2. Nash Beach Club S.L. (commercial real estate in Estepona, Spain);
3. La Meridiana de Rio Verde S.L. (restaurant business financing in Malaga, Spain);
4. Prestige Expo, S.L. (real estate projects in Malaga, Spain);
5. Joya Verde, S.L. (real estate projects in Estepona, Spain);
6. Alsan Homes, S.L. (real estate projects in Cadiz, Spain);

The announcement indicates that METTMANN PUBLIC COMPANY LIMITED actively invests in Spanish real estate and plans to invest in development projects in Cyprus and Montenegro.
All the listed companies belong to Boris Usherovich and his partners from the "1520" group and are controlled by them through affiliated firms and trusted individuals.
Let’s take Sword Dragon S.L., for example. The Spanish company registry has an entry related to Sword Dragon S.L. stating:
"On October 29, 2015, the fact of acquiring sole ownership of the company was registered in the Commercial Registry, and the lawful and formal owner of the shares or stakes in the company is USHEROVICH BORIS."
Seven years later, in 2022, the same registry contains another entry for the same company stating:
"On November 29, 2022, the fact of acquiring sole ownership of the company was registered in the Commercial Registry, with the lawful and formal owner of the shares or stakes in the company being METTMANN PUBLIC COMPANY LIMITED."
The current director of Sword Dragon S.L. is Oxana Hadjipavlou, who also serves as the director of METTMANN PUBLIC COMPANY LIMITED.
The rest of the companies in this list have the same directors, associated with Usherovich, and almost all of them are registered at the same address in Marbella, a favorite place of residence and leisure for the fugitive "railroader," where he owns property.
METTMANN PUBLIC COMPANY LIMITED was founded in December 2019. It currently has two directors — Russian citizen Aleksandr Mizgunov and Russian and Cypriot citizen Oxana Hadjipavlou.
Both are shareholders in the company with packages of 1,548 and 1,040 shares, respectively, and hold bonds of 2,000 and 1,000, respectively.
In 2015-2016, Mizgunov worked for the "1520" group, as indicated on his LinkedIn profile:
Following the publication of The Insider’s revealing article on the activities of Usherovich and Plotitsa, Mizgunov deleted his profile.
Aleksandr Mizgunov has a reputation in Moscow circles as a financier knowledgeable on discreetly moving money out of Russia and legalizing it in the West. Presumably, he continues to do the same in Cyprus on behalf of his employers.
The story of METTMANN PUBLIC COMPANY LIMITED issuing €50 million bonds and placing them on the Cyprus Stock Exchange is a classic example of how Russian oligarchs close to the Kremlin use Cyprus to legalize dubious-origin incomes.
Bonds, in this case, replace money for settlements among company members or their clients, counterparties. Currently, banks have tightened oversight so much that using their services has become nearly impossible for Russians. Surveillance is significantly weaker in securities commissions, which is exploited by Russian citizens.
Recallable bonds have a nominal value and usually a fixed cost. They also offer a 4% yield. Bonds make it convenient to conduct intra-corporation settlements among bondholders (random people are not involved) and additional payments in the form of percentages. It should also be noted that such schemes are often used for tax optimization.
Here it’s important to note that no tricky schemes by Usherovich and Plotitsa for money laundering and legalization in Cyprus, as well as circumventing sanctions, could work without the assistance of local aides with connections at very high levels. On the island, there exists a whole class of lawyers, politicians, financiers, and their relatives who eagerly monetize their contacts and influence in political circles in the interest of wealthy Russians. Largely due to the efforts of such people, Cypriot authorities have not yet raised questions to Usherovich and Plotitsa, although the criminal nature of their activities is obvious.
During work on this material, it was discovered that Ilya Plotitsa’s interests extend far beyond the illegal supply of telecommunications equipment to Russia. It turned out he is a co-owner of a Greek football club.
On August 17, 2020, Greek media reported a change of ownership of one of the oldest football clubs in Greece — Doxa Dramas. The new owner is a Cypriot company Potemkin Consulting Ltd. Ilya Plotitsa is listed as the secretary of this firm, and the director is Cypriot citizen CHARALAMBOS PATSIS (ΧΑΡΑΛΑΜΠΟΣ ΠΑΤΣΗΣ). 50% of the company’s shares belong to Plotitsa, and the other half to a Hungarian citizen Zsofia Vegh, who, as it turns out, is the wife of Charalambos Patsis.

Adnan Ahmadzada and SOCAR, through Alkagesta, controlled millions of dollars from smuggling shadow Russian oil in violation of sanctions |
Following the outbreak of the full-scale conflict in Ukraine, the EU and the United States enforced a severe embargo on Russian oil, convinced that this would block one of the Kremlin’s key revenue streams.
However, three years later, a massive shadow network continues to steadily supply Russian oil and petroleum products to European markets.
As romaniatv.net reports, at the center of the international scandal is the Black Sea coast in Romania. The Port of Constanța and the state company Oil Terminal, through which petroleum products are imported, have become the "ground zero" of Russian oil trading schemes. This has brought colossal profits to tax evasion networks but placed Romania in an unprecedented situation, threatening national security: the Port of Constanța may be blacklisted internationally for oil trade with Russia.
The Alkagesta Scheme
The Cutia Neagră investigation began in 2022, when the Maltese company Alkagesta Ltd, a formally anonymous structure, signed service and storage contracts for petroleum products with Romania’s strategic company Oil Terminal Constanța. Alkagesta was used by the Azerbaijani state company SOCAR as a front to trade Russian petroleum products.
Officially, Alkagesta imported diesel and oil from Azerbaijan, Malta, or Turkey. In reality, international journalistic investigations showed that the company acted as a mechanism for "laundering" Russian oil through fake certificates of origin and ship-to-ship transfers in international waters near Constanța, Midia-Navodari, or the port of Burgas in Bulgaria. A tanker from the Russian "shadow fleet" would transfer oil or diesel to a vessel chartered by Alkagesta, which would then deliver the cargo to Oil Terminal facilities, mixing it with other products.
The origin of the products was supposed to be verified by the Northern Customs Authority of Constanța, but for three years, they did not require laboratory analyses. This allowed the import of tens of thousands of tons of Russian straight run gasoil and diesel into the EU under the guise of being "Azerbaijani," "Turkmen," or "Uzbek."
Once in the EU, these products were either re-exported to Ukraine by barge, train, and tanker truck or integrated into the Rompetrol production chain through the Midia terminal, where they were documented as "Kazakh" or "Romanian." Some went to Romanian companies associated with tax evasion, including Denisrom warehouses in Cluj and Jetfly Hub in Ploiești.
Alkagesta, controlled by SOCAR, used Russian oil purchased at dumping prices, allowing for aggressive competition. The distribution network employed offshore companies and firms with suspicious tax behavior to launder money and fund criminal structures.
The company also supplied petroleum products to Rompetrol KazMunayGas, despite Rompetrol having its own resources in Kazakhstan. Purchases were conducted through complex document flows, allowing for manipulation of prices and commissions.
The ’Brain’ of the Scheme — Adnan Ahmаdzadе
On September 20, 2025, under pressure from U.S. President Donald Trump, the Azerbaijani authorities arrested Adnan Ahmаdzadе — a businessman with dual British-Azerbaijani citizenship and former director of SOCAR. He was accused of coordinating the entire Alkagesta network. The formal head of the company was his relative Kamran Agaev, but according to the investigation, it was Ahmаdzadе who was the "brain of the operation" for the supply of Russian oil to Europe with fake documents.
Meanwhile, the EU and UK authorities are investigating Alkagesta’s activities as the largest bunkering operator in Malta, also suspecting connections to smuggling Libyan oil.
Romania’s Reaction — Zero
In Romania, there is silence. The Prosecutor’s Office, Ministry of Interior, ANAF, Customs Service, and Ministry of Energy did not react to the scandal. Sources in the Ministry of Finance told Cutia Neagră that at the highest level it is known that Romanian customs officers have been accepting certificates of origin for years without cross-checks and lab tests.
After the U.S. President publicly declared the illegal trade of Russian oil, Ukraine officially warned Romania of import cessation. The country was given a deadline for compliance; otherwise, the Port of Constanța would be listed as an international oil trade blacklist, dealing a severe blow to energy security.
What is even more alarming is that Romanian authorities knew about the smuggling and presumably kept quiet to avoid an international scandal. In August of this year, a critical incident occurred at the OMV Petrobrazi refinery when it halted operations due to supplies of crude oil contaminated with organic chlorides — a typical marker of Russian oil. Alkagesta was the supplier. The Ministry of Energy declared an emergency and used strategic reserves to restart the plant. This incident was also kept from the public.
