Energy Performance Certificate

Since the global pandemic, society's relationships to Non-Domestic Energy Performance Certificate Contractors has been studied in many situations, and the literature typically, across the professions, would accede that, yes, people’s way of establishing a connection to Non-Domestic Energy Performance Certificate Contractors has been transformed.

If you have a brand new home it’s likely to have a high rating. If you have an older home it’s likely to be around D or E. The impact of MEES legislation will be of ever-increasing concern to both landlords and tenants (and indeed their funders) as companies seek to improve their ESG credentials. Steps are recommended sooner rather than later to address not only the application of MEES to existing leases from 1 April 2023, but also the proposed 2030 minimum 'B' energy efficiency rating (and possible interim uplifted energy rating requirements).

A DEC (Display Energy Certificate) is a legal requirement in England, Ireland and Wales. It is a document which advises of the energy efficiency of a public building and must be displayed for the public to see. If you are in Scotland, the building must have an Energy Performance Certificate instead of a DEC, although it can be used to defer the implementation of Section 63 Action Plans. MEES regulations set a minimum energy efficiency level for domestic, private rented properties – if your property’s EPC rating is E or above, you’re compliant with the regulations and can breathe a sigh of relief – at least for now. You only need to renew an expired EPC when you plan to market the property for new tenants, when you make changes to the tenancy agreement with existing tenants, or if you want to reflect improvements you’ve made to a property that will result in an improved rating. There are a range of ways to improve an EPC rating, from expensive retrofitting of modern windows, wall insulation and loft insulation to relatively cheap fixes, such as energy efficient LED lighting. All changes will help when it comes to cutting the cost of your energy bill, and will also help when time comes to move on to another property. Depending on the size of your property the survey can take anything from 20 minutes to 60 minutes to complete. It's a fairly simple assessment and quick to execute as long as the assessor has access to all the areas they need. You should receive the report within a few working days. Energy Performance Certificates (EPCs) are needed when homeowners, estate agents or landlords are buying or selling a house. This is because the building needs to be assessed and graded in terms of how energy efficient a property is and where energy improvements can be made. Helping Potential Buyers

Typically, an EPC can cost between £60 to £120 depending on the size of the property and whether it’s domestic or non-domestic. You can book an assessment on the Government’s website.Failure to get an EPC could result in a £5,000 fine, so it’s wise to get one. The MEES regulations apply to all non-domestic properties that are let pursuant to either an assured tenancy or a regulated tenancy (or a domestic agricultural tenancy) and are legally required to have an EPC. However, the MEES regulations do not apply to tenancies of over 99 years or of less than six months (with no option for renewal). An EPC is purely concerned with identifying the current and potential energy performance of a property. The EPC assessment does not look at the age or physical condition of any of the elements assessed but rather the energy efficiency. The energy efficiency of your property is given a rating between A and G, with A being very efficient and G being inefficient. An older property without double glazing or proper insulation is more likely to get a lower rating than a new build. The property will also be given a number between 1-100. The higher the number, the more efficient the building is and the more cost-effective energy bills are. Since October 2008, all larger public buildings will require an annual Display Energy Certificate (DEC) highlighting their energy performance. This is to be displayed prominently in a place visible to the public. These buildings will also require an Advisory Report (AR) providing recommendations for energy improvements each seven years. When a building is advertised for sale or let in commercial media the owner of the building must ensure that the energy performance indicator of that building or building unit is stated. This includes advertisement in newspapers, on the internet or in property particulars. The government consultation for England & Wales is proposing to raise the MEES threshold for commercial premises to B or C by 1 April 2030, with either a phased incremental increase in the threshold rating between 2023 & 2030 or a cliff edge implementation on 1 April 2030. Current exemptions look set to remain. An EPC survey can be done in as little as an hour, and afterwards you can be sent a personalised recommendations report, giving suggestions as to how to improve the energy efficiency of the property. This considers things like the heating system and how much insulation the property has, and how installing or updating them could improve your rating. The Government's 'Green Deal' scheme started in February 2013 and EPC’s have changed as a result. The Green Deal is an initiative that enables you to borrow money to make energy-saving improvements to your home, which will be repaid through your gas and electricity bills. Landlords can no longer let or continue to let properties covered by the Minimum Energy Efficiency Standard (MEES) Regulations if they have an Energy Performance Certificate (EPC) rating below E. This means landlords with properties with an EPC rating of F or G will have to invest up to £3500 (inc VAT) to improve the energy efficiency of the property before they can rent it to new tenants, or issue a renewal to existing tenants (unless an exemption is in place). There are multiple approaches to facilitating a commercial epc in the workplace.

Assessors Recommendations

A PPM schedule is a useful management tool to programme and budget for works to your property, including cyclical maintenance and more significant works, such as improvement works to reach the desired EPC rating. It is designed as a working document and for multi-let buildings it can be used to assist with preparing the service charge budget. An EPC rating reviews a property’s energy efficiency and are carried out by EPC assessors (also known as Domestic Energy Assessors). After carrying out a brief survey of the property, the EPC assessor will place the house on a colour-coded scale from A to G. A is the most efficient band with the cheapest fuel bills and G is the least efficient. Any property that is built, sold or rented needs an EPC. As a rule, it’s a requirement that properties in England, Scotland and Wales have an EPC in place before marketing of the property commences.
