Members accused Macau's Jockey Club of mismanagement and reported that budget cuts caused real problems.
The claims followed a Sunday Morning Post showing concern that Hong Kong's most successful racehorse, Viva Pataka, is now retired and living in a modest stable.
According to a spokesperson for the Macau Jockey Club, the claim has been rejected and concerns continue.
Horse racing has fallen in popularity as the club has not made a profit since 2004. Losses amount to 3.8 million pataka.
One of the main concerns raised is that the number of high-end races held in Macau is decreasing. Racehorse owners say that because there are not enough events and many high-end horses cannot race for months, it will affect their performance in the long run.
The complaint confronted evidence pointing to substandard facilities. Alphonso, the winner of the Macau Derby, suffered a server injury earlier this month when a piece of concrete collapsed heavily in the club stable.
Amanda Savage, a spokeswoman, said it had responded to members and had no further complaints. But Francis Tin, a 19-member member of the club including his signature, said he had not received a response from the club.
