Since the 1980s the parks have become forecourts to big business sport, their grassed areas patterned like Swiss cheese. The council also promoted site consolidation in the block bounded by Lonsdale, Elizabeth, La Trobe and Swanston Street. The Government Immigration Depot was about one block to the north. Its status as a Cathedral City had come with Bishop Charles Perry’s Letters Patent when he arrived in Melbourne and read the Letters from the steps of the uncompleted St Peters Church of England, Eastern Hill, on 13 February 1848. The secular confirmation of that event came with an Act of the New South Wales Legislative Council on 6 July 1849, legally making Melbourne a city.

Police believe Kim was well connected in the area, with an interest in the brothel next door, 39 Tope Street, also known as Oriental Dolls, and stakes in a string of other brothels around Melbourne, to which she "introduces" women but does not appear on the books. Top on Tope, known for its beautiful Korean women, was only one of many brothels in South Melbourne, which contains one of the busiest and most profitable brothel strips in the country - an area where competition for custom has always been fierce.

War was declared in September and on 13 October Blamey was promoted lieutenant general and appointed to command the 6th Division, the first raised for the new A.I.F. In early 1940 the government decided to raise another division.
They are to sit in "cut-away coats of aldermanic pattern, stand-up collar in Prussian military style, and front and cuffs ornamented with point lace; coat and trousers of broadcloth, and shoes with silver buckles." The clerk's attire is acutely differentiated from the rest, and the gorgeous caretaker's uniform remains unabated. The 5th Division tightened the noose on Rabaul; Savige's II Corps, with the 3rd and 11th Divisions, began a long campaign to wipe out the Japanese on Bougainville; while the 6th Division cleared New Guinea, capturing the main Japanese base at Wewak and driving the survivors across the mountains. Lieutenant General Sir L. J. Morshead's I Corps, with the 7th and 9th Divisions, was under MacArthur's command in case he needed the AIF in the Philippines. Eventually MacArthur used them to capture the oilfields of Borneo. Blamey's stance over the relief of the 9th Division had British Prime Minister W. S. Churchill ready to ask the Australian government for Blamey's relief but the outbreak of war with Japan on 8 December 1941 completely changed the situation.
Walsh president, meeting in a wooden building erected over an old shaft on the site now occupied by the Academy of Music. After that the Mechanics' Institute and the Unicorn hotel became the homes of the Exchange, and to Walsh succeeded F.C. Nixon, the several secretaries being Messrs. Main, Slater, and Woolcott. On the 6th July, 1881, a rival, called the Royal Exchange, with Edwin Millard president, and S.W. Smythe secretary, was opened, the members having seceded from the original Ballarat Exchange because they declined to refuse to give individual quotations to the press.
