Since the 1980s the parks have become forecourts to big business sport, their grassed areas patterned like Swiss cheese. The council also promoted site consolidation in the block bounded by Lonsdale, Elizabeth, La Trobe and Swanston Street. It lay on the route of the planned underground railway around the central city’s periphery. Ultimately a large part of the site was occupied by a multi-storey office building and the city’s third big department store, Daimaru, , six years after the completion of the underground railway. Fragments of the old landscape remain in the form of the shot tower, enclosed in a glazed cone, and a few lanes not absorbed by the redevelopment. Sniders Lane reminds pedestrians of Sniders and Abrahams cigarette factory, and a large building in Drewery Lane has been converted to apartments.

The Government Immigration Depot was about one block to the north. Its status as a Cathedral City had come with Bishop Charles Perry’s Letters Patent when he arrived in Melbourne and read the Letters from the steps of the uncompleted St Peters Church of England, Eastern Hill, on 13 February 1848. The secular confirmation of that event came with an Act of the New South Wales Legislative Council on 6 July 1849, legally making Melbourne a city.
Bourke Street east hosts a high proportion of entertainment venues. Inner-city living provided a patronage catchment for cafes and bars, gymnasiums, small convenience stores and entertainment venues. Whilst the central city was still the biggest of several regional shopping areas in metropolitan Melbourne in the 1990s, it also gained more of a local shopping component. Picture theatres suffered rapid decline when television came, but city theatres lasted better than suburban ones. Theatre proprietors got out of big auditoriums, and one much lamented venue was the Regent Theatre which was sold to the council for part of a city square, opposite the town hall.

Now, a joint investigation between The Age and Four Corners has unearthed another crucial piece of evidence - grainy closed-circuit television footage that shows a man in a cap and light-coloured jacket walking down the hallway of Top on Tope shortly before the fire. Police believe Kim was well connected in the area, with an interest in the brothel next door, 39 Tope Street, also known as Oriental Dolls, and stakes in a string of other brothels around Melbourne, to which she "introduces" women but does not appear on the books. Top on Tope, known for its beautiful Korean women, was only one of many brothels in South Melbourne, which contains one of the busiest and most profitable brothel strips in the country - an area where competition for custom has always been fierce.

For his part, Blamey was fighting for his professional life. War was declared in September and on 13 October Blamey was promoted lieutenant general and appointed to command the 6th Division, the first raised for the new A.I.F. In early 1940 the government decided to raise another division.

The main Department of Defence buildings in Canberra are grouped around Sir Thomas Blamey Square where a bas-relief likeness of him was unveiled in 1984. Blamey's role as Allied Land Forces commander was to cause him the most problems. MacArthur intended to carry out the function himself and to conduct operations by means of task forces under his immediate control.
The 5th Division tightened the noose on Rabaul; Savige's II Corps, with the 3rd and 11th Divisions, began a long campaign to wipe out the Japanese on Bougainville; while the 6th Division cleared New Guinea, capturing the main Japanese base at Wewak and driving the survivors across the mountains. Lieutenant General Sir L. J. Morshead's I Corps, with the 7th and 9th Divisions, was under MacArthur's command in case he needed the AIF in the Philippines. Eventually MacArthur used them to capture the oilfields of Borneo. Blamey's stance over the relief of the 9th Division had British Prime Minister W. S. Churchill ready to ask the Australian government for Blamey's relief but the outbreak of war with Japan on 8 December 1941 completely changed the situation.
Walsh president, meeting in a wooden building erected over an old shaft on the site now occupied by the Academy of Music. After that the Mechanics' Institute and the Unicorn hotel became the homes of the Exchange, and to Walsh succeeded F.C. Nixon, the several secretaries being Messrs. Main, Slater, and Woolcott. On the 6th July, 1881, a rival, called the Royal Exchange, with Edwin Millard president, and S.W. Smythe secretary, was opened, the members having seceded from the original Ballarat Exchange because they declined to refuse to give individual quotations to the press.
