The Cordish Companies isn’t folding on its fight in Pennsylvania to prevent a gaming license from being issued to the Bally’s Corporation for a Category 4 satellite casino in State College near Penn State University’s main campus.
 
The Pennsylvania Gaming Control Board (PGCB) last month unanimously voted in favor of issuing Bally’s a Cat. 4 mini-casino license for its proposed $123 million project at the Nittany Mall. Bally’s wants to repurpose the former Macy’s anchor store into a casino with 750 slot machines, 30 table games, and a sportsbook.  슬롯머신
 
Created through the state’s 2017 gaming expansion package, the Cat. 4 opportunities were awarded through a series of auction rounds. Initially limited to only the state’s full-scale casinos, the PGCB opened up the auctioning to key individual investors in slot machine licenses after the bidding went dry in March 2018.
 
Ira Lubert, who owns a 3% stake in Rivers Casino Pittsburgh, bid as an individual during the PGCB’s auction round held on Sept. 2, 2020. Lubert was the high bidder with a winning offer of $10,000,101.
 
Cordish, doing business in Pennsylvania as Stadium Casino, LLC, later confirmed that it was outbid by Lubert. Cordish qualified to present an auction tender because it operates Live! Casino Hotel Philadelphia. The company also operates the Cat. 4 property Live! Casino Pittsburgh in Westmoreland.
 
Cordish Petitions State Supreme Court
Pennsylvania’s 2017 gaming law said only companies holding a slot license in the commonwealth or individuals who hold key ownership positions in a slot concession qualified to bid on the Cat. 4 licenses. The law also requires that only those companies and individuals are to tender the winning amount in order to secure the licensing opportunity.
 
Cordish contends that Lubert violated the bidding rules by orchestrating an investment group before bidding and submitting his $10 million payment. In its appeal to the Pennsylvania Supreme Court, Cordish attorneys say the PGCB had no legal authority to move forward with Lubert’s casino pitch after he wrongfully partnered with investors before paying the licensing fee.
 
Lubert did not pay the entire winning bid to the Board himself, as required by … the Gaming Act. Instead, Robert Poole, Richard Sokolov, and possibly other persons or entities invested in the payment for Lubert’s winning bid,” the Cordish appeal alleged.
 
“Their contributions were not mere loans made in the ordinary course of business; rather, the contributions bought the investors an interest in the Category 4 license for which Lubert would have the right to apply as the winning bidder,” the argument added.
 
Cordish said Lubert soon after being deemed the high bidder revealed that he had created an entity called SC Gaming OpCo, LLC, and had brought on investors. SC Gaming then in January 2021 announced that Bally’s had signed an agreement with the firm to design, develop, construct, and manage the Nittany Mall casino. Bally’s was prevented to bid during the Sept. 2020 auction since it does not own a slot license in Pennsylvania.
 
Cordish is seeking to have the state Supreme Court overturn the PGCB’s decision to allow the Bally’s casino project to move forward.
 
Lubert has continually denied the Cordish allegations, calling his opponents “sour grapes.” The Penn State alumnus and former trustee has been adamant that he made the $10 million payment out of his personal bank account within 48 hours of winning the auction.
 
Public Backlash
The local State College community is seemingly strongly opposed to allowing a casino at the Nittany Mall, which is less than five miles from Penn State University. Casino.org has fielded hundreds of comments and letters in opposition to the Bally’s plan and only a handful in support.
 
The public’s opposition, however, has little legal recourse to stand in Bally’s way. That’s because College Township where the Nittany Mall is located did not opt out of the state’s Cat. 4 bidding pool prior to the PGCB’s August 2019 deadline.
 
The public’s hope in keeping State College free of a land-based casino presumably rests with the Pennsylvania Supreme Court. Whether the state’s highest court agrees to review the Cordish appeal will be determined in the coming months. If the state does take up the matter, the dilemma could drag on for years.

Resorts World Las Vegas President Cleared in Nevada Gaming Control Board Probe

Resorts World Las Vegas President Scott Sibella has been cleared in a nearly year-long investigation conducted by the Nevada Gaming Control Board (NGCB) into his personal relationships.바카라사이트
 
Last spring, a well-known Las Vegas gambler, Brandon Sattler, a San Diego resident who frequented Sin City, filed a complaint with the state gaming regulator. Sattler contended that a convicted felon held a significant ownership position in Tacos El Cabron, a small eatery on the Resorts World Las Vegas grounds offering San Diego-style Mission burritos and tacos.
 
Nevada gaming laws prohibit convicted felons from owning a 5% or more stake in businesses located on the same premises as a non-restricted gaming license such as Resorts World. Nevada gaming laws do not prohibit convicted felons from working in a licensed casino or associated enterprise.
 
Sattler made his complaint after being banned from returning to Resorts World after he became the subject of a class-action lawsuit. Investors in Sattler’s casino security firm, SattCom Video, claimed he stole their money to fund his gambling habit.
 
In his complaint to the NGCB, Sattler alleged that Sibella was an unruly character with whom he had previously partied. Sattler made claims that he and Sibella “partied,” “did drugs together,” and “probably had sex with multiple women at the same time.”
 
The $4.3 billion Resorts World Las Vegas opened in June 2021. The Strip’s newest from-the-ground-up casino in more than a decade, the integrated resort features 3,500 hotel rooms and a casino floor spanning 117,000 square feet with more than 1,400 slot machines, 140 table games, and a sportsbook.
 
Case Dismissed
The NGCB said its internal probe of Sattler’s claims regarding Sibella dispelled the allegations.
 
After a thorough investigation by the Nevada Gaming Control Board, the allegations by Brandon Sattler against Resorts World and its president, Scott Sibella, were found to be unsubstantiated,” Board Member George Assad said Monday.
 
Sattler said David Stroj, who worked at the taco joint that Resorts World was told was fully owned by David’s father, Peter Stroj, owned more than 5% of the business.
 
The younger Stroj was convicted in a 2018 federal case for being involved in an illegal sports betting business. Prosecutors said he and other defendants ran an illegal $10 million bookmaking network and laundered the operation’s proceeds through Las Vegas casinos, including the Wynn and Bellagio.
 
Stroj later accepted a plea deal and was sentenced to three years of supervised release. The plea resulted in him being blacklisted from most Strip casinos. The NGCB did not recommend that Stroj be placed on the state’s infamous “black list.”

Sibella Denied Allegations
Sibella was as surprised as anyone to learn about Sattler’s claims that he let loose with such a notorious Sin City figure, though he acknowledged he knew Sattler as a patron.
 
He’s been a customer for 20 years,” Sibella said last year referencing his days working as president and chief operating officer of MGM Grand, The Mirage, and Treasure Island.  “But I don’t know him from Adam.”
 
In a prepared statement, Resorts World said Sattler’s claims were “maliciously false and unfounded.

Southwest Airlines revealed this week that the company is in the early stages of prepping overnight flights.

When red-eye flights commence, the budget carrier says Las Vegas will be among its first serviced airports
 
Though the take-off of overnight flights — commonly referred to as “red-eyes” — is still years away, Southwest company officials said at an aviation event last week that the airline will begin such routes via Hawaii and Las Vegas.
 
A red eye typically departs the West Coast or Hawaii in the evening or night and arrives on the East Coast in the early morning. The flights are popular with business travelers who can arrive in places like New York ahead of a morning meeting.
 
We’ve previously shared plans to start overnight flying as we look to increase revenue while providing additional service to our customers,” Southwest said in a statement. “Before these flights can begin, there’s a wide range of work that needs to be completed, which is anticipated to take place over the next few years.”
 
Southwest is Las Vegas’ largest carrier. Last year, Harry Reid International Airport said Southwest served more than 20.9 million passengers through Las Vegas’ primary air hub, a 16% year-over-year increase. 
 
Leisure Destinations
Along with business travelers, red eyes are popular with leisure travelers who visit the West Coast and who want to make the most out of their final day of vacation. Southwest said in a release that it doesn’t “have any other specifics” to share at this time, other than its overnight routes will begin “in leisure markets where they would make sense for our customers and in places where Southwest has a large presence, such as Hawaii and Las Vegas.”
 
The 20.9 million departing and arriving passengers Southwest facilitated at Harry Reid last year accounted for 36% of the 57.6 million travelers the airport accommodated. Southwest accounted for over 39% of the domestic business.

Aviation experts say red eyes are profitable for airlines, as the routes allow the aircraft to remain in service when it would otherwise sit idle overnight. Fliers tend to like a red eye for the convenience and the fact that they often come with lower fares.

$1.13B Winner Also Won Mega Tax Bill in New Jersey

The Mega Millions jackpot finally hit on Tuesday night. That’s after 30 drawings that didn’t see a single ticket match the five drawn white balls and the gold Mega Ball.
 
 
Someone in the Garden State became wildly wealthy overnight, as the winning ticket was sold in New Jersey. The $2 play was purchased at the ShopRite grocery and liquor store in Neptune, just west of Asbury Park.
 
The winning numbers were 7, 11, 22, 29, 38, and the Mega Ball was 4. The jackpot won was worth $1.13 billion.  
 
The lucky winner will need to decide whether to take the one-time cash option of $537.5 million or the full value of the prize paid out through 29 annual payments that increase about 5% each year. Both prizes are before the effective federal tax rate of 37% levied on the country’s highest earners, which the IRS defines as anyone making more than $578,126 for single filers or $693,751 for married couples filing together.
 
Big Tax Bill
Eight states don’t tax lottery winnings — California, Florida, New Hampshire, South Dakota, Tennessee, Texas, Washington, and Wyoming. The rest that allow lottery gambling do, and their tax rates range significantly from 2.5% in Arizona to as high as 10.9% in New York.
 
Unfortunately for the lucky Mega Millions winner, New Jersey isn’t far behind New York in demanding a large cut of lottery fortunes. The Garden State places an effective tax of 10.75% on lottery wins, which will greatly cut into Tuesday night’s massive windfall.

The eight states that don’t further tax jackpots would leave the winner with a net fortune of approximately $338.66 million.
 
New Jersey’s 10.75% lottery tax will further reduce the payout by $57.7 million for a take-home pay of roughly $281 million. That’s still generational wealth, though giving nearly $58 million to Trenton is a big pill to swallow.
