Йипа, все-таки, успокоилась.

Бродила по комнате, то ложась, то вставая,  часа три..

Видно было, что устала& Очень устала. Уже и ноги подгибались у нее.. и, все же, полежав минуты три она снова вставала и начинала бродить.

Я уже пустился на хитрость, дал ей воды в чашке, совсем немного и не ставя на пол. Пила, пока я держал чашку. Дал ей увидеть, что вода в чашке закончилась..

В общем, не знаю точно, что сработало. То-ли она устала окончательно, то-ли, помог мой трюк с водой..  не знаю.

Но, через полчаса она, все-таки, очень тяжело взобралась на свою постель, где и уснула.

Пока спит&

Очень надеюсь, что проспит до утра. У нас уже четыре часа утра, так что..

Самому заснуть уже не получится.

Кто-нибудь видел пьющую собаку?

А,  долго пьющую?

А,  очень, очень долго пьющую собаку?

Сегодня я наблюдал последнее в моем списке. До вечно-пьющей собаки дело не дошло, но, с Йипиными задатками любить воду больше, чем еду,  вполне могло дойти и до этого.

Сегодня у Йипы была чистка зубов.

Обычно, процедуру эту планируют задолго до самой чистки, поскольку все это происходит как небольшая операция,  под анастезией.

Когда сделали снимок, оказалось, что один из зубов у нее воспален. Видимо, это все уже очень давнишнее. Снаружи, признаков воспаления не было никаких.

Зуб удалили. Как только Йипа вбежала в комнату, первое, что она начала делать,  пить.

Пить! Пить!!!

Пила она минут 10. Без остановки. И делала она это до того момента, пока мы не отогнали ее от питьевого устройства. После наркоза много пить ветеринар не рекомендовал.

Еще бы это все можно было бы объяснить жаждущей собаке&

В общем, сейчас Йипа лежит на полу, при этом, периодически встает и начинает бродить в поисках воды.

Воду всю убрали. До утра. У меня есть возможность давать ей понемногу воды, иногда я это делаю.

После вчерашней бессонной ночи, предстоит еще одна бессонная ночь.

О том, во сколько мне обошлась эта процедура, писать нет смысла.

У моего друга просрочен загранпаспорт. Когда он попытался обратиться в Консульство за помощью, там ему сказали, что сейчас какие-то новые правила, по которым он должен предоставить какую-то справку о Гражданстве.

За справкой нужно обращаться в Консульство, но& эта справка делается в течение& полутора, двух лет.

Вот здесь я перестаю что-то понимать. У него есть старый, просроченный паспорт. Он что, уже не является доказательством о том, что Российское Гражданство у человека есть?

Мне кажется, это какой-то бред..

PORTLAND, Ore.  A man with Alzheimers disease has been missing since Monday afternoon and Multnomah County rescue crews continued the search for him Wednesday morning.

Family members said 70-year-old John Lloyd Scott was dropped off at the Holgate MAX platform at 1 p.m. Monday for a routine trip to Clackamas Town Center, according to Portland Police Bureau spokesman Sgt. Pete Simpson. Scott then called his nephew 10 hours later and said he was lost.

John called his nephew to say that he was lost near the bike trail and that he was going to sit down on the grass to rest, Simpson said. Based on Johns description of where he was, family believed he was still near the mall. John has had no further contact with his family.

Investigators learned that his phone was within a one-mile radius of Southeast 92nd Avenue and Ramona Street. Officers began an extensive neighborhood search from the ground and the air, using officers and the Portland Police Air Support Unit, but did not find him Monday.

The Multnomah County Sheriffs Office Search and Rescue team began a large-scale effort just before noon on Tuesday.

We are capable of going 24 hours a day if we have to. Well do what we can to bring this case, this mission, to a close successfully, said Rob Cruickshank of Pacific Northwest Search and Rescue. If it takes all day and all night, thats what were prepared to do.

Scott was described as white, 5 feet 7 inches tall, with a thin build and gray hair. He was wearing a blue windbreaker with white stripes on the sleeves, black pants and a hat.

He was not dressed for the extreme cold and, due to his Alzheimers, he commonly gets confused or turned around, Simpson said.

The Missing Persons Unit has asked the people who live and work in Southeast Portlands Lents Neighborhood to keep an eye out for Scott and to immediately report any sightings to 911. Anyone with non-emergency information was asked to call Detective Heidi Helwig at 503-823-0797 or send an email to .

Martin Greenfield was only fifteen years old when he and his family were sent to Auschwitz and later Buchenwald. He endured brutal and horrific conditions, coming face with some of the worst Nazis of all time including Dr. Mengele. The Nazis beat him, starved him, and tortured him. To survive, he nearly lost his humanity.

At one point, while working for the local mayor, Greenfield stole the rotten food being fed to to the rabbits. When the mayor’s wife found out, she had him beaten. He swore revenge, but something changed when they next came face to face. He shared the story with Glenn on his TV show Monday night.

“I worked in ammunition factory in Buchenwald, and then they took 15 people [to the mayor's house]. I was strong enough, so I was one of them, because the mayor’s house was bombed, that we should clean it up. So I went to work hard,” he said.

Among the wreckage of the house, Greenfield came across live rabbits in cages that had survived the bombing.

“Carrying to the lady there with a baby, the mayor’s wife, I guess she was, to see, this is your white rabbit with the cage. A piece of crumb fell. We didn’t eat nothing. I survived maybe because I grew up on a farm. I knew what I could eat when I found grass or something that is edible. And I took the piece of thing to bite from the floor.”

“She’s a Nazi. She tells the Gestapo I ate up the food from the rabbits instead of saying thank you for the rabbits,” he said. Greenfield was subsequently beaten by the Gestapo.

Greenfield swore that he would kill the woman after what she did to him.

After the liberation, Greenfield and some other boys got a gun and went after her. But something happened when he saw her standing with her baby.

“When I came with a machine gun with my friend, and when I saw the kid and I saw her, all of a sudden that was when I became human again,” Greenfield said.

“That was the day after the liberation where I became the kid that was brought up by my parents to believe in God, never to kill anybody, only to teach them and show them passion that was taught to me by God that I should never kill anybody. I never used a gun in my life.”

“That day I was human again because of that woman.”

Glenn: Now, I want to introduce you to a man who chose hope in a completely hopeless situation and won. We were just sitting here in the break, and he was talking about how he is a servant at heart. He just wants to serve and make things better. His name is Martin Greenfield. He was 15 years old when his family was sent to Auschwitz, and he has a brand-new book out called The Measure of a Man. What a pleasure to meet you.

Martin: The pleasure is mine.

Glenn: Just a pleasure. The audience is going to be so excited to hear the rest of the story on your life, but let’s start at the beginning. You’re 15 years old. You met Mengele. You saw Mengele, and your family was separated. Can you tell me just a little bit?

Martin: I could tell you exactly what happened. When we arrived in Auschwitz from the ghetto at night on Saturday night locked in the cable car, you know, that we were with no bathrooms, nothing until we got there, the whole family together holding hands. My younger brother was four years old, and they sent me to put up as before I got there, so he held his older brother’s hand all night.

We got out, and I came in front of the man, and I looked at his boots, and I saw my picture, because you always as a kid look at the boots. Then I look up at the man, and the man moves me to the right. And then my mother and my brother she’s holding, he wants my mother to go to the right. My mother wouldn’t put down my brother. I let go of my brother’s hand. My mother took him to carry. My father to the right and everybody to the left, and I didn’t know nothing about Mengele or about ghettos. I was just barely 15 years old, not even 15, because it was March. August is when I would’ve been 15.

And I was a boy. I didn’t know about Gestapo or Mengele or the concentration camp, nothing. That was my feeling that minute. And then I was pushed to the right, and then my younger sister, she was blonde with blue eyes, and all of a sudden he put her to the right too. So three of us went to the right, and everybody, my grandfather, my grandmother, everybody on the left. I was on the right. Then we go to the right, and they take us to dress naked. And the guy comes over to shave my father and everybody when I was a kid.

And then they took us someplace, and they put the tattoos on my hand that I brought to show you anyway because I never let go of them. My number was 84406, no more name. My father was 84405, and my sister and they were so…but then I found out what Mengele did with the young blonde kids, that they practiced on them.

Glenn: So you go, you are in a horrific situation. Later…I hate to do this to your entire life. Please read this book, but let me just condense it down. There’s two things that I want to hit. One, you were at one point eating rotten food out of a rabbit cage, and the concentration or the mayor, his wife, caught you eating the food, correct?

Martin: Oh, you mean that was later the next in Buchenwald?

Glenn: Yes.

Martin: That was the worst thing that happened to me.

Glenn: And so you’re eating this, and she comes out.

Martin: Can you imagine? I work in ammunition factory in Buchenwald, and then they took 15 people. Glenn: We have to take a quick break, and I want you to tell me, because his life is truly amazing, and I want you to tell me the story, because you passed on an opportunity to hurt back, and then you’ve taken your life, and you have been with how many presidents now?

Martin: So you see this is what upset me a little bit.

Glenn: Hang on. Wait, don’t go into it yet. Just how many presidents have you been with?

Martin: I started Eisenhower liberated.

Glenn: Eisenhower.

Martin: Eisenhower liberated me in concentration camp. He came with his other general, and they saw the piles of bodies that they couldn’t burn. The Jews were on the bottom, and I was the only guy because the Czechs, they didn’t march me to death because of my Czech friends. They said you are a Czech. You’re not a Jew. Stay with us. So I was the only Jew the rabbi found. He was looking for a Jew. He said, “I’m a rabbi. Are you Jewish? I’m looking for a Jew.” I said I’m a Jew. I’m a Jew. Come over here, talk to me. So he came over and talked to me.

I said you’re not a rabbi. You’re Jewish. You’re a soldier. He says no, I’m a soldier rabbi. So I’m asking you one question. Can you do me a favor, not for me, for my 4-year-old brother that I know now that he was burned? Where was God? Not for me, because I might have sinned. Maybe I deserved to be here, but my four-year-old boy had no sins whatsoever. He didn’t live long enough. He could have been a rabbi like you. Why didn’t God help him?

He says I can’t answer you because I’m not prepared to answer your questions, so I started crying. I started crying because I said to him who am I going to ask? You’re the rabbi. You’ve got to help me, thinking because I believe in God, save me. So I’m not asking for myself. My brother could have been a rabbi like you. You don’t know what he would have become. God didn’t know yet because he didn’t sin yet. All of us maybe have a little sin. Whatever happened, God is a busy man. I understand that.

Glenn: We are having the greatest conversation. We’re going to have to continue this online because we have three and a half minutes, and you have to know what this man has done since, because he dresses the presidents. He dresses stars. He has made the suits for…I mean, this guy has gone on to do amazing things, but the best thing, let’s go back to the lady that when she had you beaten for stealing the food.

Martin: I am telling you that that lady that hurt me that I was going to shoot, I was going to kill, I was going to do everything—

Glenn: You threatened her.

Martin: But when I came with a machine gun with my friend, whatever, and when I saw the kid and I saw her, all of a sudden that was when I became human again. That was the day after the liberation where I became the kid that was brought up by my parents to believe in God, never to kill anybody, only to teach them and show them passion that was taught to me by God that I should never kill anybody. I never used a gun in my life.

I want to just deal with people and instill in them something that was taught to me to be a person that respects somebody else, not kill them, teach them how to become a person, believe in God like I do. And that day I was human again because of that woman.

Glenn: You went to her house. She was holding her baby.

Martin: I went to her, and I didn’t kill her. And I went a second time. The only thing I wanted to take her husband’s car, and I took the car. Who’s going to drive? I do everything. I found the car, and I drive it to the camp. It doesn’t matter. It’s just that I thank God that my parents brought me up the right way, and from then on, I educated myself, and I worked hard.

America, when I got that green card, I became an American like you and later a citizen. When I got my citizen papers, the guy questioned me with stupid questions, and I said can I ask you a few questions? He didn’t know about the Constitution. He didn’t know everything what I knew. I read every book about America. I says you’re supposed to work for me. I pay you. You should know more than me. I should have your job. You should have mine.

But this is what I became. This country, I thank the soldiers. I saw there that you read the letters, what I wrote in the post. I thank the soldiers. I wrote those letters. I wrote this letter about a woman. I wish other people would read the same thing and behave what I had the experience to go through.

Glenn: What happened to her? She died.

Martin: So thank you for having me.

Glenn: Oh my gosh, thank you. It is such an honor. It is really truly an honor.

Martin: The honor is mine.

McMINNVILLE, Ore.  A team of 15 investigators is working to try and figure out what triggered the deadly confrontation between a man with a knife and a Linfield College student at a 7-Eleven store in McMinnville last weekend. But even the district attorney admits, many questions may never be answered.

Im not sure that we will ever have an explanation of how Parker Moore became the target of this stabbing and was killed. Why him? Why there? Why then? I dont know that we will ever be able to answer those questions in a way that is at all satisfying, Yamhill County District Attorney Brad Berry told KGW Tuesday.

Moore, 20, died from multiple stab wounds. His suspected attacker, Joventino Arenas, 33, was shot and killed by police after he returned to the scene later.

This case is tragic not just on the Moore family end of it, its certainly tragic on their [Arenas'] family also, Berry said. Theres another loss of life here. I can assure you this investigation is being done methodically and completely.

Many of the most baffling questions surround Arenas. Was he alone? Why did he allegedly target Moore? Was he drunk or high? Why did he return to the scene?

Police said witness accounts indicated that Arenas was alone and the attack was unprovoked. However, they have just begun studying surveillance video from cameras inside and outside of the store, which may uncover more details.

Berry added that toxicology tests normally take 10-12 weeks, but they will be expedited for this investigation. Autopsies have already been completed on both Moore and Arenas.

The other part of the case yet to unravel surrounds what happened after the attack. The store clerk told police the suspect ran out the door and vanished.

Arenas family said he went home and confided in them that there was a problema at the 7-Eleven and he was going back to turn himself in.

Police were questioning a witness when Arenas re-appeared at the store.

They were talking in the parking lot to a witness, and he pointed and said, There, he is right there!' explained Capt. Tim Svenson with the Yamhill County Sheriffs Office. The officers commanded him to show his hands, and he presented a knife, and thats what resulted in him being shot.

But was there a language barrier? Arenas family only speaks Spanish. Investigators have not said whether the suspect spoke before he was shot, or in what language.

Berry said many McMinnville officers speak Spanish, but did not comment specifically on whether the officers involved in the shooting were bilingual.

Somebody walking up to an officer doesnt communicate by standing there what language they speak. And officers in a very sudden and dangerous situation are going to respond how they are trained to respond. Their ability to discern the language of the person they are looking at, by looks, is impossible, he said.

Arenas brother-in-law said Joventino was good man and a hard worker who stuck close to his family.

Moore was described as a man of character, a model of integrity and a popular Linfield student.

Now two well-loved men are gone. The final question haunting many; what could have been the motive?

Im not sure that we will ever have that. I dont know, Berry said.

Впервые южноафриканские ученые заметили, как морской котик пытается совокупиться с королевским пингвином, еще в 2006 году. Тогда этот акт посчитали следствие неопытности молодой, сексуально озабоченной особи (сторонники другой гипотезы утверждали, что игра животного с птицей случайно вылилась в половой акт).

Однако в следующие два года исследователи зафиксировали в разных местах острова еще три подобных случая. Пол птицы ученые определить не смогли. Все происшествия развивались по одинаковой схеме: морской котик догонял, хватал и оседлывал пингвина. Потом животное предпринимало несколько попыток копуляции (каждый половой акт занимал в среднем пять минут), отдыхая в промежутках. Пингвины совокупляются с помощью клоаки (расширенной конечной части задней кишки) — именно туда в одном из случаев морскому котику удалось ввести свой половой член. Обычно животные отпускали пингвинов на свободу, но в недавнем случае морской котик убил и съел свою жертву.

Происходящее на острове Марион — единственный известный ученым случай половых контактов между животными различных классов (млекопитающими и птицами). Что касается причин этого явления, то молодые морские котики, неспособные пока завоевать себе гарем из самок, могут таким образом снимать сексуальное напряжение. «Или на птицах легче практиковать навыки совокупления. В общем, пока мы затрудняемся с ответом», — заявил автор статьи Нико де Брюйн (Nico de Bruyn).

Use U.S. troops against ISIS? Romney, Durbin weigh in against Obama

(CNN)  The question of whether there should be American boots on the ground to fight ISIS in Iraq came up again Sunday after President Barack Obama said that despite his earlier vow not to commit U.S. combat forces there, he wasnt ruling out the possibility if confronted with the worst-possible situation.

There are always circumstances in which the United States might need to deploy ground troops, Obama said at the G20 Summit in Australia.

If we discovered that ISIL had gotten possession of a nuclear weapon, and we had to run an operation to get it out of their hands, then yes, you can anticipate that not only would [Joint Chiefs Chairman Gen. Martin] Dempsey recommend me sending U.S. ground troops to get that weapon out of their hands, but I would order it.

The comments  along with the release Sunday of an ISIS video depicting the aftermath of the beheading of American hostage Peter Kassig  reignited the debate on the Sunday morning talk shows.

I will tell you many of us feel, I think the American people feel, it would be a serious mistake for us to make a commitment of land troops into these theaters, Sen. Dick Durbin, D-Illinois, told Candy Crowley on CNNs State of the Union.

Former GOP presidential candidate Mitt Romney, however, thought Obama was wrong in ruling out sending U.S. ground troops, saying on CBS Face the Nation, You dont tell the enemy exactly what you plan on doing or what you wont do.

As a result of the mistakes that have been made in the past on the Presidents part, we now have terrible visions being shown on TV and of course a threat to ourselves here in the homeland, Romney said. And the right course for this nation is to do whatever it takes to destroy and defeat ISIS.

Dempsey has suggested at least twice that he would recommend U.S. ground troops if he felt they were needed, although he has emphasized he has not yet decided its necessary to do so.

Durbin, when asked whether he would support troops if the current strategy is not enough, replied, I can tell you there are many who are anxious to send troops forward, I am not one of them.

Как бы то ни было, а за оставшиеся два года президенства, если Обама не сможет провести реформу так, как он это обещал,  он может стать самым недееспособным Президентом. Его заслуга пока только реформа здравоохранения, так называемая ObamaCare. Но и это достижение Президента Республиканцы грозятся обнулить.

Washington (CNN)  A defiant Barack Obama dives into what could be a defining period of his presidency this week, after repeatedly enraging Republicans from afar during his Asia tour.

Obama faces showdowns with the GOP over immigration, the Keystone XL pipeline and his drive for a nuclear deal with Iran, all of which have huge consequences for his political legacy.

Far from being chastened by the Republican capture of the Senate, Obama is setting out to prove he is no lame duck and can still set the agenda.

But the GOP insists the mid-terms gave them a share of power in Washington, and believe Obama risks usurping his authority and even the constitution with his bold new strategy.

Obama drawing lines on immigration, climate change Obama chose a highly symbolic setting to set the tone for two final White House years in which he will face a unified Republican Congress.

Side-by-side in Myanmar with the worlds most famous dissident, Obama refused to bow to what Republicans regard as the capitals new political reality.

On the veranda of the lakeside villa from where Aung San Suu Kyi faced down a junta, Obama said he had long warned House Republicans he would use executive power to reform the US immigration system if they failed to.

Thats gonna happen. Thats gonna happen before the end of the year.

The president doubled down in Australia on Sunday, before boarding Air Force One for home, saying he would be derelict in his duties if he did not act.

I cant wait in perpetuity when I have authorities that at least for the next two years can improve the system, he said.

White House officials have not said when Obama will wield his executive powers in a move that could remove the threat of deportation for millions of undocumented people. But they say it will be soon.

While Obama was abroad, post-election tensions escalated sharply on Capitol Hill as happy talk from both sides about working together quickly ebbed away. Senior aides dispute the idea the elections were a referendum on the President and say Obama is at his best when he is on offense and believe thats what Americans want to see.

So, as he trekked through Asia, Obama rattled Republicans almost every day.

He surprised everyone with a new climate deal with China that the GOP slammed as costly and ridiculous. He popped up on video to discuss new Internet regulations that may spark another row. He refused to budge on approving the Keystone XL pipeline to take oil from Canada to the Gulf Coast. He may veto a bill on the project that Congress is expected to pass this week.

While in Asia, the president debunked the idea that the plan, opposed by environmentalists in his political base, would create lots of jobs and lower gas prices.

Obama says he still wants to work with Republicans on tax reform and infrastructure spending bills. But it looks like he has decided that he wont compromise his legacy priorities to get that done.

GOP promises retribution, but avoids specifics

Republicans are fuming over Obamas go-it-alone attitude since voters handed the GOP the Senate and expanded its majority in the House.

Wed like for the president to recognize the reality that he has the government that he has, not the one he wishes he had, said the next Republican Senate Majority leader Mitch McConnell.

Republican Sen. Lindsey Graham warned Obama could spark a backlash over immigration.

If he goes it alone he is going to run into the ire of the American people, Graham said, though said Congress also had a responsibility to act.

Republican Senate leadership member Roy Blunt warned however that Obama will eventually have to play ball, or he will end up with Republican bills he doesnt like.

At that point, his choice is to sign it or veto it.

Republican leader John Boehner said his goal was to stop the president from violating his oath of office and the constitution.

There are things he is just not going to get.

Republican anger is however masking a serious problem the party has yet to resolve : how to hit back at what it sees a presidential power grab.

Other than warning that Obama would poison the well for future cooperation, GOP leaders wont say whether they will use pending federal funding bills as leverage.

That route led to a damaging government shutdown for which the GOP paid a heavy political price last year.

One response could be to pass a series of short term funding measures, that keep administration priorities in limbo and maximize Republican leverage.

House Republicans could also chose to expand the lawsuit they have already lodged against Obama alleging he usurped his authority in implementing Obamcare. Conservative columnist Charles Krauthammer stirred buzz on Friday by declaring executive action on immigration would even be an impeachable offense.

GOP leaders are already braced for pressure from the right for a tangible and not merely symbolic reflex when the president acts.

If the president moves forward and does his executive action, the Republicans have no choice but to respond, said Dan Holler, communications director of Heritage Action for America, a conservative non profit group.

That response needs to be legislative. The vehicle that makes most sense is denying funding for the activity that they say is unconstitutional and inappropriate.

Hollers point reflects a secondary benefit some Democrats see in Obamas strategy — it will cause a big political headache for Republican bosses.

Obamas immigration move is certain to ignite a firestorm of grass roots conservative anger. That will in turn pile pressure on rank-and-file Republican House members who campaigned for office slamming what they see as an imperial president.

Some conservative lawmakers were already skittish at leadership warnings that it might be impossible to repeal Obamacare with a Democratic president in the White House.

Nothing worries Republicans in deeply conservative districts more than the prospect of a primary challenge, and many simply cannot afford not to mount the kind of rowdy response to Obama which will rock Boehners restive caucus.

Several House Republicans are arguing that its time to quickly get to work on holding hearings and drafting an immigration bill to demonstrate their party has its own reform ideas, and is not just about blocking the presidents policies.

Ultimately we all know weve got to deal with this problem, so why not start dealing with the problem  even though its the lame duck, even though youre not going to get anything through to final passage, Idaho Republican Rep Mike Simpson told reporters Friday.

Now we could start showing some seriousness that were going to address this problem.

Executive orders on immigration will also detonate as the 2016 presidential race dawns, trapping Republicans between the partys activist base and a desire to engage Hispanic voters vital to GOP White House hopes.

Republicans are also adamantly opposed to the nuclear deal with Iran which could emerge from down-to-the-wire talks in Vienna starting this week and are threatening to upend it with new sanctions.

Obama appears to reject the idea Republicans have a mandate for change at all. He stressed in his post-election news conference that two thirds of Americans did not even vote and he was the guy whos elected by everybody.

But he knows a tough political fight looms and reflected Friday on the contrast between polarization at home and the welcome he gets on his travels.

You are always popular in somebody elses country. When youre in your own country, everybody is complaining.

&О Крыме..

В.ПУТИН: Да. Действительно 21 февраля не только немецкий Министр иностранных дел, но и министры иностранных дел Польши и Франции приехали на Украину, в Киев, и выступили как гаранты договорённостей между тогдашним президентом Украины Януковичем и оппозицией о том, что процесс должен развиваться исключительно мирным способом. Они подписали как гаранты этот документ, это соглашение между властью и оппозицией. Власти-то рассчитывали на то, что он будет соблюдаться. Действительно у меня был телефонный разговор в этот же день вечером с Президентом Соединённых Штатов, и мы говорили именно в этом ключе. Ну а на следующий день, несмотря на все гарантии, данные западными партнёрами, был совершён госпереворот, захватили и администрацию президента, и здание правительства.

В этой связи я хочу сказать следующее: или министрам иностранных дел европейских стран – Германии, Польши и Франции – не надо было свои подписи ставить в качестве гарантов соблюдения договорённостей между властью и оппозицией, либо, если уже поставили, надо было добиваться их исполнения, а они устранились от этого. Больше того, предпочитают даже не вспоминать теперь об этом договоре, как будто его и не было. Я считаю, что это абсолютно неправильно и, наоборот, контрпродуктивно.

Х.ЗАЙПЕЛЬ: Вы очень быстро отреагировали. Вы, так сказать, аннексировали Крым и тогда основывали свою позицию на том, что в Крыму проживает 60 процентов населения русских, в Крыму большая российская история и, в конце концов, в Крыму размещён российский флот. Запад посчитал это нарушением международного права.

В.ПУТИН: Что? В чём вопрос?

Х.ЗАЙПЕЛЬ: Вы недооценили реакцию Запада и возможные санкции, которые были наложены?

В.ПУТИН: Мы считаем эту реакцию абсолютно неадекватной тому, что произошло.

Когда мы слышим претензии по поводу того, что Россия нарушила международное право, то ничего, кроме удивления, у меня это не вызывает. Международное право – что это такое? Это прежде всего Устав Организации Объединённых Наций, это международная практика и объяснение этой практики соответствующими международными инстанциями.

И потом, у нас есть яркий и свежий прецедент – прецедент Косово.

Х.ЗАЙПЕЛЬ: То есть Вы имеете в виду решение Международного суда по Косово. Международный суд принял решение, что Косово имело право на самоопределение и косовцы могли голосовать по поводу своего государства?

В.ПУТИН: (По-немецки.) Именно так. (Далее – по-русски.) Но не только это. Там было сказано самое главное, что при решении вопроса о самоопределении народ, проживающий на определённой территории, не должен запрашивать мнение центральных властей своего государства, где они находятся в настоящий момент. Разрешения центральных властей, правительства страны на проведение соответствующих процедур по самоопределению не требуется. Вот что самое главное.

И ничего другого, кроме того, что было сделано в Косово, в Крыму сделано не было.

Я глубоко убеждён, что никаких нарушений международного права Россия не допустила. Да, я не скрываю, конечно, это факт, мы никогда его не скрывали, наши Вооружённые Силы, прямо скажем, блокировали вооружённые силы Украины, расквартированные в Крыму, но не для того, чтобы кого-то заставить идти голосовать, это невозможно сделать, а для того, чтобы не допустить кровопролития, чтобы дать возможность людям выразить своё собственное отношение к тому, как они хотят определить своё будущее и будущее своих детей.

Косово, о котором Вы упомянули, только решением парламента объявило о своей независимости. В Крыму люди не только решение парламента объявили, они вышли на референдум, и он был просто сногсшибательным по результатам.

А что такое демократия? Мы с вами хорошо знаем. Демос – это что? Народ. А демократия – это право народа. В данном случае право на самоопределение.

Х.ЗАЙПЕЛЬ: Сразу видно, что Вы юрист.

Но Вы знаете и аргументацию Запада. Запад говорит, что выборы прошли под диктатом российских военных. Это аргументация Запада.

Но позвольте затронуть следующий пункт. Украина сегодня более или менее расколота. 4 тысячи человек погибли, сотни тысяч беженцев, которые в том числе направились и в Россию. На востоке страны русскоязычные сепаратисты требуют широкой автономии, некоторые хотят присоединиться к России. Согласно Минскому соглашению было перемирие, однако каждый день гибнут люди. Страна – банкрот. В этом конфликте, в принципе, проиграли все. И Украина, наверное, в первую очередь, но Европа и Россия тоже. Как выглядит, по-вашему, будущее для Украины?

В.ПУТИН: Украина – сложная страна, и не только по этническому составу, но и по процессам её формирования в сегодняшнем виде.

Есть ли будущее, и каково оно? Я думаю, конечно, есть. Это большая страна, большой народ, 43–44 миллиона человек населения. Это большая европейская страна с европейской культурой.

На недавних выборах, Губернатором Орегона в четвертый раз стал Китцхабер.

Его переизбрали даже несмотря на то, что предвыборная кампания далась ему нелегко. Все было омрачено скандалом с его невестой, которая пользовалась его положением.

В Америке это не особо приветствуется, правда, Китцхаберу это сошло с рук.

Впрочем, Орегон  штат демократический. А Китцхабер  демократ. Так что, у него больших поблем с переизбранием не было.

Как на Руси чуть пить не разучились

На Руси водку пить чуть-чуть не разучились в первой половине XIX века. После войны 1812 года перекупщики и посредники, видя, что народ пьет водку с большим удовольствием, стали задирать цену. Правительство же, контролировавшее поступление «водочных» денег в казну, дремало& И цену так задрали, что произошло неожиданное — народ взбунтовался и пить перестал, причем зарекались «всем обществом».

Полностью перестали пить крестьяне в Саратовской, Рязанской, Владимирской, Пензенской, Тверской губерниях. В Виленской губернии цену на водку пробовали снизить аж в 12 раз — но все одно народ ее в рот не брал! Во были люди в их-то время!..

При этом дворяне в те времена пили только шампанское и вино: у Пушкина вы нигде не найдете даже упоминания про водку, зато про шампанское и токайское — сколько угодно.

В результате в государственной казне образовалась огромная дыра. Дабы ее залатать, в 1859 году император Александр II вынужден был отдать удивительное распоряжение — «о недопущении трезвости». Распоряжение возымело действие: одних оно заставило повсеместно снизить цену на водку, а других — спуститься в кабаки.

И Россия загудела&

С 1869 года водка пришла даже в армию и на флот — нижним чинам начинают выдавать «уставную» чарку, сначала на Пасху, Рождество и на именины всех членов царской фамилии, затем в дни полковых праздников, а затем и вовсе «когда необходимо»: во время походов, усиленных трудов и даже «по случаю ненастной погоды».

Так или иначе, но солдат, выпивший перед боем чарку водки, как правило, успешнее бил солдата, выпившего стакан рейнского или бургундского&

Постепенно культура пития водки пришла и в дворянские особняки, и даже в царский дворец. Увы, но забота Александра II о государственной казне обернулась тем, что его сын и внук — следующие два российских самодержца Александр III и Николай II — стали «тихушными пьяницами».

Но, недавно появилась новая информация о том, как это происходит.

WASHINGTON – A Justice Department official on Friday defended the legality of a program to scoop up data from thousands of mobile phones as the secret operation came under scrutiny from lawmakers and caught the federal agency that regulates the nation’s airwaves by surprise.

The Justice Department, without formally acknowledging the existence of the program, defended the legality of the operation by the U.S. Marshals Service, saying the agency doesn’t maintain a database of everyday Americans’ cellphones.

The Wall Street Journal on Thursday revealed the program, in which Cessna aircraft are outfitted with devices—some known as dirtboxes to law-enforcement officials—that mimic cell towers of large telecommunications companies and trick cellphones into reporting identifying information in a hunt for criminal suspects. The technology enables investigators to scoop data from tens of thousands of phones in a single flight, collecting the number and general location, according to people familiar with the program.

On Friday, the Federal Communications Commission, which regulates the nation’s airwaves, said it had no idea about the program.

We were not aware of this activity, said Kim Hart, a spokeswoman for the FCC, which licenses and regulates cell-service providers.

Если коротко то, над городом пролетает обычный гражданский небольшой самолетик, на котором установлено специальное оборудование. С самолета идет сигнал, который делает активными все мобильные телефоны в радиусе доступа сигнала. С отвечающих мобильников на самолет отсылается информация. При этом, хозяева мобильников даже не подозревают о том, что с их телефонов отсылается информация.

Конечно же, информация где-то собирается и, что самое интересное, этому подвержены даже новые телефоны, которые счмиаются надежными. К примеру, iPhone 6.
