Apologies for the lack of content recently, this is due to a mix of being very busy and having computer trouble. To make up for it, Ive decided to finish up some WIPs. This is a very old one that I worked on with PachPachis, who is responsible for quite a bit of the text below. The idea is that every government left on Earth claims to be a sole world government.

It is 2017, and there is only one nation on Earth. To be specific, there are eight distinct "one nations" on Earth, each refusing official diplomatic recognition of each others' sovereignty. These are the League of Nations, the first organization to unite the world's countries; the United Nations, its self-proclaimed successor; the Terran Union, New Earth Government and United Earth Federation, the UN's self-proclaimed successors, the Outworlders, who refuse to recognize any human-supremacist so-called "governments"; the Internationale, which refuses to recognize any capitalist so-called "governments"; and the True Caliphate, which refuses to recognize any infidel so-called "governments". Naturally, the situation on the ground is even more complicated than that.

Each world government naturally has unofficial diplomatic ties to one another, and in fact many contain within their official territory autonomous governments powerful enough to be de facto sovereign allies in their own right. It is a common parlor game to calculate the "true" number of nations in the world, with estimates falling anywhere between eleven and the low forties, depending on whether one counts insurgent groups and the like.

How did this all come to pass? The world's current situation dates back to the Second Great War, when the United Nations, led by the United States and the western European powers, clashed with Stalin's Soviet Union.

The League of Nations declared neutrality, which lead to both the United Nations and Soviets withdrawing in protest. As both the UN and communist armies swept through neutral nation after neutral nation, often to pre-empt the other side doing the same, the League granted itself extraordinary powers for the duration. Essentially now a military emergency government, the League entered the war as a third side, fighting for the right to be left alone.

Then, in 1944, the Outworlders arrived. Strange lizardlike humanoids, the Outworlders came to establish a new colony like the dozens of worlds behind them. Having observed the Earth on a scouting mission during the middle ages, and being accustomed to much slower rates of development than humanitys due to their own history, the Outworlders expected an easy fight. What they got was anything but.

Initially landing in the Amazon and expanding to overrun much of the Americas, the Outworlders achieved what no human could: peace between the warring powers. The Allies, as the united communist, UN and League countries called their pact, fought the aliens.

And fought, and fought, and fought&

And as it became clear that the Outworlders had only a mild technological advantage, and the lines of conflict stabilized, the Alliance began to break down. Skirmishes broke out between units of rival factions. Less and less resources were allocated to the regions fighting the aliens, with leaders on all sides hoarding them in preparation for use on their erstwhile, teeth-clenched allies.

Finally, after the Buenos Aires Massacre, in which air support was flat-out refused by UN command to ground troops, a council of UN generals stationed in the American conflict zones launched their coup. Having secured the loyalty of the majority of units on the frontlines, who had no love for leadership that ignored them, the generals established in the areas immediately surrounding Outworlder areas the United Earth Federation, an aspirational title. The UEF was to be the beginning of a unified humanity, the true spirit of the Alliance, and as such the UEF recognized no other governments. Employing scorched-earth tactics and using the full array of resources at its command, the UEF turned the tide on the lizards, who had grown complacent from the stalemate of previous years.

In the rest of the world, complete pandemonium emerged after the generals coup. The Alliance ended and the Second World War resumed. Pro-league revolts in India, communist revolts in Europe. Finally, the Soviets shocked the world into pause when they revealed they had reverse-engineered the Outworlder trump card, the explosive-metal bomb, by dropping two on UN Japan, forcing its surrender. As two powers now had EMBs, the doctrine of mutually assured destruction mandated peace, as the Soviet ambassadors explained very carefully to the nervous-looking Outworlder delegation at the Yalta conference. Lines were drawn on the map, troops withdrawn, and the powers consolidated their hold. The areas formerly under Soviet military occupation were granted nominal independence under communist puppet governments, forming the Internationale. The League was granted all of India. Africas decolonization was more chaotic, as both communist and Islamic rebellions arose around the continent and were met with some success.

The League of Nations remains together, but perhaps for not much longer. The Leagues commitment to peace and neutrality persists, in spite of its obvious failures since its founding. A corrupt, bureaucratic mess, the Leagues members are de facto independent states. For example, the Iberian states of Portugal and Spain still run those countries as independent states, including having colonial dominion over their ostensibly independent former colonies. The League does little but take money for the maintenance of a tiny unified peacekeeping force, and provides a supreme court of arbitration that is often ignored by constituent member states. Nevertheless, the Leagues members benefit from continued membership: not only are they immune to being poached by the other world governments, but League membership comes with access to its financial institutions and its free trade zone. These are extremely profitable ventures, as the League has a massive market, particularly in South Asia. The League is still run from Switzerland, the League of Nations is slowly starting to come apart as the pole of power shifts from Europe to the growing economies of its South Asian member states. The Indians are demanding a larger seat at the table, given their economic and demographic power, but their ideas for reforming the League to have a more population-based representation are constantly shot down. Adding to the trouble are the Muslim portions of the South Asian League wanting total independence and possible membership in the True Caliphate.

The old United Nations split into the current UN and the Terran Union, and this was before America itself was divided. The United Nations is based out of North America, in what used to be the United States before its collapse and reconstitution into the North American regions of the UN. The United Nations still sees itself as the best hope for lasting peace and freedom in the world, upholding the rights of the individual in the face of autocracy everywhere. It is a fully democratic federation, structured not unlike the old United States, complete with a bicameral legislature and a two party system. It has one Secretary General, elected by electors who are in turn elected by representatives of the various UN regions; these electors are apportioned according to a complex (critics would say crooked) system of apportionment. The two dominant political parties, the Progressives and the Conservatives, constantly bicker about every issue, although more cynical observers would note that they listen to the same lobbyists and always vote in unison when matters of preserving UN power are at stake. The United Nations presents itself as a free society first and foremost: laissez-faire, but with a robust welfare and regulatory system, and always deferential to individual liberties. The truth is rather more complex. The UN is commonly criticized as being corrupt, overly bureaucratic, and dominated by special interests, particularly the entrenched bureaucracy and American corporations.

Geopolitically, since the split with the Terran Union, the UN has become one of the weaker world governments, even losing control of its periphery. Nigeria and Ghana are both officially UN member countries, but as two of the leading African economies, they're actually bitter rivals, with surrounding countries being aligned with one or the other regardless of being officially being part of the UN or the Internationale. For example, the Republic of the Congo is officially an Internationale member, but its contributions mainly consist of having a red flag and sending representatives to meetings in Stalinodar[1], whilst their 'Purely temporary, limited, and unfortunately necessary" relationship with "the illegitimate de facto capitalist colony of" Nigeria essentially amounts to a full military alliance and free trade agreement. The words are hostile, the actions positively incestuous.

The Terran Union, based out of Europe, has an even dimmer view on individuality than their UN counterparts, and it is on that basis that the split was made. The Terran Union has positioned itself as an alternative to the communist Internationale and the corporate-dominated United Nations. Ideologically, the Terran Union presents itself as a more democratic, egalitarian alternative to the United Nations, but still ultimately guided by liberal ideals.

The Terran Unions member states are all, ostensibly, democratic states with fully free and fair elections. In practice, however, the Terran Union is a technocratic oligarchy. The Union Parliament is made up of two houses: directly elected ministers in the lower house, who may only make suggestions, and an upper house composed of ministers that are directly appointed by Union member state governments. These governments are democratically elected, but these elections are largely believed to be shams by the outside world, given that government officials are perpetually reelected and can rule for decades. Although the Unions member states tend to have more than two political parties, apart from slight differences, they are all identical. Any politics that exists outside of the acceptable bandwidth of opinion, such as communism or separatism, is a threat, and forbidden. Ever fearful of anything that may challenge their system, the Unions government maintains a panopticon surveillance state, although its effectiveness is not as great as to make resistance impossible. Several governments in North Africa, tired of the African member states being ignored by the Union government, have already become de facto independent Islamic republics. Although still part of the Union because the Union believes losing any territory is unacceptable, the Union looks the other way at the increasingly anti-secular North African governments, content with the status quo as long as their troops stay there.

Although the claim that corporations have less power in the Terran Union than in the United Nations is true, that is because the Union Parliament maintains a tight grip on all aspects of life. Corporations are mere appendages of the state, and while the rich are highly taxed, corporate leaders are still allowed to gain tremendous wealth after retiring. Like in the UN, the high offices of business and government is a game of musical chairs, played by the same people over and over again.

After Stalin's death the Internationale he founded rapidly decentralized - a matter of pure survival due to its colossal size being totally unsuited for a centralized dictatorship. Power returned to the hands of the CCP in much of China, where the Maoists even went so far as to renounce Stalinist Marxism-Leninism. There are fears in Stalinodar that China would take over as the Internationales dominant republic. The same could be said for parts of Central Africa, where rival socialist republics of the Internationale joined competing de facto blocs.

The UEF has not forgotten the Outworlder threat, nor has it forgotten the threat humanity poses to itself if it remains divided. Humanity possesses terrible weapons that could end all life on the planet - a good deterrent against Outworlders seeking to make Earth their own, but a sword of Damocles for humanity nonetheless. The UEF would like to remedy this through any means necessary, even if it means unification under another authority, but all existing authorities would not suffice. They are too blinded by idealism, or untrustworthy leaders. None but the UEF understands that the first, and only, priority should be human survival, and from that point, human dominance of the stars.

The UEF has organized its entire society as one massive military machine, ready to sacrifice all for mankind. Its leaders are not only well-versed in the needs of military action, but they are military leaders themselves. The UEF has a democracy, but one where only those who are willing to sacrifice for the state and the human race have a voice. This means only soldiers, and those employed in a handful of non-military professions necessary to any war effort, can vote. Only officers can run for office, for they alone have the knowledge, training, and fortitude to do what is necessary when the alien threat inevitably returns.

Still facing off against the dar al-harb, the True Caliphate stands. Born in the fires of war against infidel and alien, the True Caliphate was formed to defend the dar al-Islam from their predations. While successful in liberating much of the Middle East and Africa, there are still hundreds of millions who live under the flags of the unbelievers. God willing, those days will soon be over.

The True Caliphate is governed by a caliph, the first since the fall of the Ottoman Empire and the first in centuries to have any real power. The Caliph, fittingly an Arab conqueror named Muhammad, led the Islamic resistance movements against the Western colonialists, the Soviet invaders, and the Outworlders. In the aftermath, after all of the enemies were driven out, Muhammad established the True Caliphate. Stretching from Afghanistan to the Red Sea, the True Caliphate claims control over the entire Islamic world, with plans to conquer the rest.

Naturally, the Caliphate is governed by the strictest interpretations of Islamic law, although the civil leaders of the various provinces of the Caliphate have considerable control over matters, particularly after Muhammads death. Although all faithful deny it, there is growing trouble between the Sunni and Shia portions of the Caliphate, with the latter pushing for more autonomy and deeply resenting being under the formers thumb. The historical enmity between Persians and Arabs have contributed to the growth of this conflict.

At the bottom of the world, far from prying eyes, the New Earth Government runs its dark empire. Powered by ancient technology of unknown provenance, the NEG is more than capable of defending itself, in spite of its very small population. The New Earth Government is governed by the self-proclaimed Antichrist, and is ostensibly a Satanist theocracy. While some, particularly those faithful of the True Caliphate, believe that demonic forces control the NEG, the entire religious trapping is merely a cruel joke, made by a government which sees itself as promoting a philosophy that is the inverse of Christianity. This philosophy, also called Satanism, is inspired more by Objectivism than any Biblical source: the individuals self-interest is supreme, and altruism is an evil. The NEG claims to be the one place in the world where man can truly be free, but the NEGs government is just as draconian as its rivals. Perhaps worse, thanks to the technology they have reverse-engineered which allows for mind control of the weak-willed. Large portions of the population are dominated by the malign influence of humans using dark technologies they dont fully understand.

The Outworlders, or the Race as they call themselves, are stuck in a bad place. They expected to take a world populated by primitives who had yet to invent firearms, but were instead surprised to see an industrialized species fighting a major war against itself. More surprising yet was the species ability to rally together to fight the Race together, making conquest of all but a few parts of the planet impossible. The Outworlders would have preferred to leave this cursed planet to be, but the Colonization Fleet was arriving right behind, so they had to fight on. When the Colonization Fleet did arrive, they were horrified to learn that they were arriving to a hostile world, made all the more hostile by a native species refusing to allow their homeworld to be colonized without a fight.

Now the Outworlders are on the back foot, and reliant on either direct human assistance or humans distracting each other to even remain on the planet. The humans have proved more innovative than the Outsiders, and have already surpassed them in technological capacity. Even with the population boom from the arrival of the Colonization Fleet, the Outsiders rely on human collaborators to maintain their hold on what few territories they werent driven out of during the invasion. The Outsiders have requested assistance from Home, but such assistance is slow to come, and the humans already expect a second invasion and have been arming themselves to the teeth to prepare for it. Every day, humanity outpaces the Race. In all likelihood, the second invasion fleet would have to resort to scouring the planet with explosive metal weapons, if it isnt destroyed by the humans before it even arrives.
