A Report to the Conference
Since ancient times, the rulers of all countries dreamed of having weapon with which they could safely manage their people, not caring much about them. And here in the thirties of the last century an enhanced development of such weapons started in three totalitarian states - Germany, Japan and the USSR. Germany took the first place in working out of weapons of mind control over people . It invited most talented specialists from around the world – they were chemists, physicists, biologists, geneticists and even the Tibetan monks as well. But in World War II Germany suffered defeat and all its development on these weapons fell into the hands of its conquerors - the USSR (most part of the work out )and the USA. After the war, the USSR brought back the German chemists, physicists, geneticists so that they could continue their research on weapons of mass destruction of a new generation.
In Russia, for the total zombification of the population they use an irradiation method, when the electric grid is being inlet with a high-frequency component which modulate pulse codes.

The mains voltage of the apartments is imposed with code pulses, which carry certain information that is detrimental to humans’ health. A modulator that use such pulses is assembled almost in each living house, usually on the ground floor in a studio, which is called the Board room, and it is only an electrician, working for the Federal Security Service, who has got an access to it.
Photo 2 was taken on the landing, where teens and smokers usually ‘hang out’. The photo shows how the pulses from the lamp illuminating the lenoleumed entryway, have burnt it in many places. And they will affect the children and the smokers later even if they don’t feel anything at the moment. The teens will become unmanageable, and the adults will get sick and pass away , not understanding why . But our government doesn’t care a bit about the demographics : ‘our women will still give births to other children’. But no, each seventh Russian family cannot have any children at all. This weaponry works at a cellular level and affects genetics. Our children are born with malignant tumors what shows that when irradiating people they don’t spare either children or pregnant women.
To perfect the non-lethal weapons (according to the agreement between Russia and NATO they called this weapon “non-lethal” )they use living material, i.e. human beings. In Russia, this weapon is called psychophysical which is a collection of various types of radiation, biochemical tools, apparatus and computer technologies. This weaponry is capable to work with consciousness, physiology and genetics of humans and destroy material objects.
An unfavorable ecological situation in Russia has led to a sharp decrease of the number of male population. Our contacts with medical scientists, biologists have enabled us to understand that under unfavorable environment males die in the first place.
As we know, female and male sexes are being determined according to the presence of the two XX-chromosomes in females and XY-chromosomes in males . Sex chromosomes are composed of several thousand genes. The adverse of environmental factors caused with the influence of radioactivity and electromagnetic radiation, pollution of water, soil and air, brings to a degradation of the Y- chromosomes.
Modern men’s Y -chromosome is much smaller than their X- chromosome and it looks like a small letter "v". The continuation of the reduction of the male Y- chromosome can lead to a strong modification of a male ,to an increase of homosexuality and underdeveloped effeminate creatures that individuals have got with a single X- chromosome.
Such people do exist now already – people with a Shershevsky-Turner syndrome : their upper torsos are like that of males ,the lower ones are of females . The destruction of the Y- chromosome and spermatogenesis dramatically reduces the percentage of the boy births, and eventually boys will cease to be born at all.
But our officials and scientists are not bothered about it at all. It is only money that matters to them.
Therefore, in violation of Art. 21 paragraph 2 of the Constitution of the Russian Federation and the International Convention , the citizens of Russia have been being hold experiments of psychophysical weapons to perfect With the application of the ” non- lethal” weapons to people , one can get a stroke ,a heart attack, a pulmonary edema, stomach ulcers and other diseases, and the outcome would be lethal. Murders would look like natural deaths.
Citizens who complain to the state court on psychophysical terror are forcibly placed in psychiatric institutions, where they are given false diagnoses and "treated" with psychotropic and narcotic drugs.
A Russian scientist, Mrs. N. Bekhtereva, wrote in her book “Healthy and deceased brain “ published in Leningrad in 1988: "With the help of modern technology, it is easy to select people for the experiments without their consent." Computer technologies let connect people to neural computers remotely, develop specific programs which affect their brains. Subconscious perceives any information and it is only human consciousness that can analyze it. The program implicit into the subconscious of an experimental, gets into his mind and a person connected to a neural computer does not understand that he took other people's thoughts for his own .
It is especially efficient to work with the youth, with their unstable psyche . The consciousness of the young people can be perfectly manipulated with , make them suicide bombers, terrorists, murderers, alcoholics, drug addicts, prostitutes, homosexuals. That is why our prisons are clogged with young criminals and there is hazing in the army. With the help of this weapon, it is possible to change people's conscious ,thoughts and opinions, in other words they turn people into zombies.
After the fulfillment of a task a zombie would forget that he has done it on an order .. At a certain moment according to a signal (a password) this information would emerge in the subconscious of an experimental and would be taken by him for his own thoughts and actions.
In Russia there is a developed, perfected system on the prosecution of a Russian individual with the use of psychotropic weapons which is now flawlessly operating here .They discredit him, deprive him of health, work, family (now in Russia there are about 90% of divorced families headed by our divorced president and a Mayor of Moscow), completely isolate him from the familiar to him environment and surroundings, because it is easier to zomby him and make experiments on him.
To control his consciousness they provoke stress situations, insomnia, take away his energy, torture him with pain, technogenic rape and vaccinated diseases.
During an experiment they take the entire population. But only one member of this population is taken under a harsh treatment. The others are treated too, but much milder and they do not realize it, because they are installed a program "it cannot be ..." So they do not understand the one who is under a harsh treatment, and they can easily take that person to a psychiatric institution, where different psychotropic drugs and medicines would be tested on him (which is also a kind of a weapon) As a result, they would turn him into a plant or drive him to a suicide . According to a number of suicides among the young people, infant mortality, cancer and psychic diseases caused with psychophysical terror, our country ranks first in the world …

They affect the consciousness of the experimentals then rob them of their properties and make them take desired decisions.

As far as we know, some scientists protested against the use of the weapons. So on April 13, 1989,a members of an international colloquim “The New Frontiers of Experimental Medicine and Field Energy” from a Fetzer Kalamazoo Center ( Michigan, the USA) made a statement in which they appealed to the governments and scientists around the world. "Never, and under no condition use this weapon… and sign an international Convention against it…" This appeal was signed by scientists from over 20 countries-the USA, Canada, Germany, France, Sweden, Italy, Poland, Bulgaria, Hungary and Russia and many others.
At the colloquium, Mr. Kaznacheev V., a member of the Russian Academy of Medical Sciences, a Chairman of the Committee of "Bioenergoinformatika," said: " It is not a secret that military organizations, military authorities of different countries have been and they still are interested in the development of a new psychotropic tools ,keeping it in secret, in financing both scientific and industrial, and even applied organizations. This is the same pattern that is well known in the field of any armaments race. The mankind has prohibited the use of nuclear, chemical, bacteriological weaponry and landmines in international agreements. The same thing must be done with psychotropic weapons.
In 1992 a group of scientists from Rostov-on-Don issued a warning; a similar statement was made by a group of scientists from Belarus, Minsk .
Scientists warned us that even small in intensity, but long in time duration the exposure of people leads to a complete suppression of a human immune system, their will and mental degradation .This is what we have got now in our country.
After the defeat of the Nazi Germany in 1945 a Conference of the winners was held in Yalta, where they adopted a resolution to create the United Nations Organization. In 1946 in St. Francisco, USA a charter was written and the United Nations Organization was established .
The Whole World Declaration of Human Rights was adopted by the UN General Assembly Session in December 1948 which aims to promote the ideas of humanism and democracy in the world. This declaration, as emphasized in the introduction, said that " it was a task which all the people and all the nations on the Earth must aim to fulfill."
This document declares the right of every person to life, liberty, private property, personal integrity without a distinction of race, color, sex, religion, political opinion, national or social origin. All of these provisions can be found in the Constitution of the Russian Federation. But the right to life, liberty and security of the citizens of Russia is violated with a terror being waged against them with non-lethal weapons.
Having failed to get a response from any state organisations for the protection of human rights in Russia ,the Moscow Committee of Home Ecology turned for help to international organizations...
Our committee appealed to the European Court of Human Rights. We had a perfectly matched material about the violation of human rights in Russia and what they use to torture people during military medical experiments. But the Court refused us, saying that our complaint is not admissible under Article 34, 35 according to the Convention.
The members of our committee appealed to a Military Tribunal in the Hague, an answer came from them that we had provided little information to them to make any decision.
The Committee on Torture at the UNO just kept silence because “they don’t consider military medical experiments on people in Russia torturing.”
We could not understand why international organizations had ignored our cry for help. But we realized later when Mrs. V.Matveenko mentioned it on TV that one billion rubles, which Russia gave annually to the European Court would be given to the Crimea now. Russia bought everything and everybody, and so no one cared all at all that the whole nation was perishing. And it is only later when Russia has got involved in the war against the Ukraine, they started international sanctions against Russia . But nevertheless, the world is still keeping silence, that both the Russians and the Americans have used psychophysical weapons against civil people, pushing their foreheads.
Why do other countries keep silence? Yes, it is evidently beneficial for them. With the help of this weaponry, one can organize a war in any state for a border redistribution. One can create terrorists, remove unwanted politicians, organize crashes, helicopters’ and airplanes’ drop and all this planned work would look like natural deaths and natural crashes.
In his book "A secret weapon of information warfare: an attack on the subconscious" Mr. Prokofiev Ph.D., an expert of General Staff of the Russian Defense Ministry, said:
"The development of psychotropic technologies should be put under the control of the world community. So as a small group of politicians, led by their leader, having these technologies in their hands can use them against their own people. We can assume that the potential of psychophysical weapons in a political sphere, makes it a cherished dream of many political groups, including criminals, in their struggle for power.
Similar trends can be shown in the field of international relations: diplomatic, trade, economic and other areas, where many people would like to have in their hands a pushkin’s "Goldfish" in the form of a hidden effective tools to manage people. "
In the conclusion I would like to quote Mr.V.Kaznacheev: "The mankind today at the UN level should not only prohibit psychophysical weapons, its creation and development, but also to establish international control over the ability of hidden attempts of such activities.
This is the problem of a new socio-cosmoplanet ethics, where such issues as bioethics, psychoetics, geoetics, cosmoetics should not be considered a distant prospect, but the reality of the process of the survival of the mankind. "
The Moscow Committee of Home Ecology offers to put the following demands to the UNO in the resolution of the Conference:
1. To ban the development and use of psychotropic weapons at the UN level.
2. To install international control over the attempts to use this weaponry.
3. To pay compensation to people suffered from the application of psychotropic weapons to them.
